The LPC BOCC and the City, through the LPC Procurement Division, are seeking a utility locating service provider (Contractor) to locate fiber optic utilities horizontally through the use of private utility locating equipment, in accordance with the terms, conditions, and Scope of Work contained in this Request for Proposals(RFP) and the attached sample LPC Independent Contractor Agreement. The City and County own approximately 17 miles of fiber optic infrastructure within the City limits that connects to over fifty (50) City and County locations. Locate requests are generated through 811 Colorado WebTMS application and will be reviewed by County and City points of contact (Utilities). Utilities will assign work to Contractor in WebTMS when a field locate is required. Field locate requests from County or City staff may occasionally be requested outside of the 811 Colorado system. For 2023 year-to-date, 811 Colorado has generated an average of 86 fiber locate requests per month in La Plata County, which has resulted in an average of 29 field locate requests per month. The County reserves the right to reject any and all responses, to waive any informalities and minor irregularities in responses, and to accept the response deemed, in its opinion, to be in the best interest of La Plata County and the City of Durango Selected Contractors will be required to enter into an Agreement with the County. The term of the Agreement shall be from the date of the Agreement execution until December 31, 2024, with the option for two (2) additional one-year renewals upon written notice from the County. Pricing shall remain firm for the duration of the agreement.
