Notice of Funding Availability (NOFA) Community Development Block Grant (CDBG) Program Fiscal Year 2024 (July 1, 2023 - June 30, 2024) January 25, 2024: Deadline to submit Requests for Clarifications In lieu of an informational meeting, the City will make basic information on the CDBG Program and the NOFA available with the NOFA/Funding Application packet. Questions and Requests for Clarifications shall be made in writing and transmitted to bfspurchasing@honolulu.gov. Questions must be submitted no later than 4:30 p.m. HST on January 25, 2024.The City is not obligated to respond to Requests for
Clarifications received after this deadline. January 30, 2024 :Deadline to Issue Addenda All modifications to the NOFA and any responses to Questions and Requests for Clarifications shall be provided in writing Electronically Oral interpretations, clarifications, and changes will be without legal effect. Only interpretations, clarifications, and changes provided by the CITY as formal written addenda to the NOFA shall be binding. Questions related to this Notice of Funding Availability (NOFA) shall be emailed to Cheryl Luga at bfspurchasing@honolulu.gov. The City anticipates awarding up to $6.5 million in CDBG funds under this NOFA. The funds include Fiscal Year 2024 and prior year CDBG funds. The availability of funding is subject to the approval by the City Council of the City and County of Honolulu, authorizing the reprogramming of the foregoing funds. Applications will be processed and reviewed for eligibility and feasibility by City staff. Those that are not disqualified will be presented to a selection committee which we anticipate meeting in February 2024 to evaluate proposals and select projects for CDBG funding. Once the final project selections are made, the City will prepare an amendment to its Action Plan and submit it for approval to the U.S. Department of Housing and Urban Development (HUD). Applicant(s) can expect decision letters in February 2024. A list of project(s) proposed for funding is expected to be published in the Honolulu Star-Advertiser during February 2024. An award of CDBG funds does not authorize the implementation of the project or the accrual of expenses. Funds can only be expended after a contract is executed and the City issues a Notice to Proceed. No project costs incurred prior to the issuance of a Notice to Proceed will be eligible for reimbursement, unless otherwise explicitly allowed by the City in writing. Successful applicants may expect to start expending their CDBG funds during the first quarter of 2024. However, projects that have not secured environmental clearance may experience delays in the release of funds.
