Situated along the southern end of the Idaho panhandle, the City is strategically positioned along U.S. Highway 95. Serving as the county seat for Nez Perce County, Lewiston holds the distinction of being "Idaho's Only Seaport." This unique positioning connects transports to the vast Pacific Ocean via the Columbia/Snake River system. Ranked as the 11th largest city in Idaho, Lewiston boasts a vibrant community with a population of approximately 35,000 residents. It features essential infrastructure such as a regional airport, a state college, and hosts a diverse range of successful manufacturing industries. Historically, the City has relied on SCADA support services from various vendors to maintain and manage its water and wastewater infrastructure. Control Systems Technology (CST) was one of the earlier providers and continues to provide limited services. The City also has a temporary agreement with Advanced Control Systems, LLC (ACS) for providing continuous support and enhancing the City SCADA systems through September 30, 2024. The scope of work with ACS includes encompassing system checks, troubleshooting, repairs, and necessary adjustments. The City SCADA control infrastructure includes, but is not limited to, generators, clarifiers, UV channels, digesters, holding tanks, blowers, Dissolved Air Flotation Thickeners (DAFT), dewatering systems, headworks, wells, reservoirs, boosters, and pump stations. This RFP is a crucial step in the City's ongoing efforts to ensure uninterrupted, high-quality SCADA support services. The City is seeking a service provider who can demonstrate a high level of expertise and commitment to the operational integrity of the City's water and wastewater systems. The chosen service provider is required to uphold and enhance the established standards from prior service providers, introducing innovative solutions, and providing robust support to elevate the City's SCADA operations.
