DeConcini Hill HVAC Replacement. All questions about the solicitation are to be submitted, and emailed to felisa.m.cope.civ@army.mil NLT 08:00AM local AZ time, on 23 January 2024. Provide a turnkey, fully functional replacement of a redundant HVAC system designed to cool an 800 cubicfoot pre-cast radio enclosure to 65 degrees Fahrenheit and alert system managers when an HVAC fault occurs. Installation and removal should occur preferably without impacting radio communications or requiring the radios to be turned off. 1. Remove and dispose of the two (2) MarvAir AVPA48ACA HVAC through-wall units. 2. Provide and install quantity two (2) 208/230VAC, single phase, 48,000 BTU/Hr (4 TR, 14 kW), or better, through-wall HVAC units. 3. Provide and install quantity one (1) controller/thermostat comparable to the current CommStat3 Microprocessor Controller being used at the site. 4. Ensure the new controller thermostat is connected to both HVAC units so it: a. Monitors enclosure temperature and HVAC runtime. b. Automatically switches to the other HVAC unit if enclosure temperature does not meet set points after a user determined run time. c. Automatically switches to the other HVAC unit if a low-pressure/high-pressure, fan, or power fault is detected in one of the units. d. Automatically rotates between lead units based on a user determined number of days. e. Allows the system manager to manually select the lead HVAC unit. 5. Ensure the new controller thermostat is correctly interfaced with the Motorola SDM 3000 RTU (Site Device Manager 3000 Remote Terminal Unit) currently used to alert the system manager of a hardware fault at the site. 6. Ensure the environmental integrity and pest resistance of the radio enclosure is re-established at the end of HVAC replacement. 7. Ensure all work meets current ANSI, ASHRAE 62.1, TIA-222-H, SMACNA, NFPA 90A standards. 8. Radio site outage time during install must be kept to a minimum. Please advise if units can be installed one at a time while the alternate HVAC is maintaining enclosure temperature (outside temperature and weather permitting). 9. Provide one year warranty, with additional two-year extended warranty for a total of three years of maintenance and repair support.
