The City of Oak Harbor solicits bids from qualified vendors to repair and renovate the Little League athletic fields at Windjammer Park. All questions must be submitted for consideration by noon on Wednesday, February 7, 2024. A response to all relevant questions will be provided before noon on Friday, February 9, 2024, via an addendum that will be posted on the City of Oak Harbor website Questions regarding this ITB should be directed to Sandra Place, Central Services Manager, at splace@oakharbor.org. COMMUNITY OVERVIEW: The City of Oak Harbor (population 23,809+) was incorporated on May 14, 1915. It is situated on the northern portion of Whidbey Island, approximately a two-hour drive north of Seattle, and is accessible by both land and ferry. Oak Harbor is Whidbey Island's largest incorporated city (located in Island County). Named for the Garry Oak trees that grace its skyline, the city's growth coincided with two significant events: the building of Deception Pass Bridge on July 31, 1935, and the completion of Naval Air Station Whidbey Island on September 21, 1942. The City of Oak Harbor operates under the Mayor-Council form of government. The Mayor and City Council are elected at-large for four-year overlapping terms. The Mayor serves as the Chief Executive Officer and is responsible for the development of budgets and related financial plans, as well as the overall operation of the City. The City of Oak Harbor hosts several annual events, including but not limited to the Whidbey Island Marathon, Music Fest, Holland Happenings, and more. The proposed budget is between $200,000-300,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Work to begin: Late Summer-Fall 2024 Prevailing Wage. 7.1. The Work under this Contract may be subject to the prevailing wage requirements of Chapter 39.12 RCW, as amended or supplemented. If this Contract is subject to prevailing wage requirements, all laborers, workers, or mechanics employed by the Contractor or by any subcontractor in the Work of this Contract shall be paid not less than the prevailing rate of wage for an hour's work in accordance with the provisions of Chapter 39.12 RCW and all such rules and regulations as may be promulgated thereto by the Washington State Department of Labor and Industries ("L&I"). The rules and regulations of the L&I and the schedule of the prevailing wage rates for the Industrial Statistician of the L&I are by reference made a part of this Contract as though fully set forth herein.
