Renovation of a municipal facility in Berthoud, Colorado. Conceptual plans call for the renovation of a municipal facility.

This request for proposal (RFP) is being issued by the Town of Berthoud, Colorado. The goal is to solicit proposals from qualified consultants to evaluate and develop conceptual designs for renovating and expanding the current town hall. The expansion will include a to-be-built building south of the existing Town hall where a bank drive-thru currently exists. The Town has outgrown its current space in Town Hall, which includes three other entities. In addition to Town staff, the building has three other tenants. This includes deputies with the Larimer County Sheriff's Office, Independent Financial, and Edward Jones. With the anticipated staff growth over the next several years, the Town would like to create a new space adjacent to the current Town Hall that can house the current tenants at Town Hall so that Town Hall can be redesigned for current and future needs. The describes the anticipated Scope of Work for each major Town Hall Assessment study task. The Scope of Work should treat each building individually but not independently. 1. Task 1 Scope: Develop schematic design concepts for an additional building to be constructed south of the current building. The new building would be expected to house multiple tenants with proper access and parking. These tenants are located in the existing building and include the Berthoud Squad of the Larimer County Sheriff's Office (LSCO), Edward Jones, and Independent Financial Bank. a. Task 1A: Work with the three current tenants of Town Hall to identify existing and future space and safety requirements for LCSO, Edward Jones, and Independent Financial to continue operations. b. Task 2A: Identify multiple schematic building floorplan options to house three tenants on the ground floor, with additional space for Town Hall expansion on the second floor. c. Task 3A: Generate cost estimates for each design as needed. 2. Task 2 Scope: Evaluate and determine the Town Hall building's current space allocation and functional layout for existing and future needs. a. Task 1A: Identify existing and future space allocation requirements for each Town department. b. Task 2A: Develop multiple schematic building floorplan options for each building level, assuming that all current lease tenants are no longer in the building and the building is appropriately remodeled. Include a physical connection to the new building. c. Task 3A: Generate cost estimates for remodeling options as needed. The selected consultant will be expected to participate in regular project meetings and conduct interviews with Town staff and others to obtain additional project knowledge, priorities, and options. The proposed fees for the project should include the hourly rates and estimated hours of each member of the team assigned to the project; any fixed expenses, and any other fees or expenses anticipated. The fees should represent the cost of completing schematic designs. Upon completion of the schematic design phase, the Town may request a second proposal from the selected consultant for completion of construction drawings. This proposal shall highlight the firm or team's experience in completing similar projects for public agencies and include a reference for each project for the selection team to contact. This section shall also identify the key individuals that will be a part of the project team, their role and assignments in the project, and their individual qualifications/professional experience. All material submitted regarding this RFP shall become the property of the Town. The Town has the right to use any or all ideas presented in reply to this RFP, regardless of the consultant awarded; disqualification of any consultant does not eliminate this right. The Town reserves the right to reject or accept any or all proposals or waive any formalities, informalities, or information therein. The Town reserves the right to withdraw or cancel this RFP at any time. The Town also reserves the right to select any consultant that it believes can perform the work, in its sole discretion, regardless of fee estimate. Any contract negotiated between Town staff and the selected firm is subject to Town Board approval.
