RFP Questions due to the Department: January 23, 2024, at 2:00 P.M The District of Columbia ("District") Department of General Services (the "Department" or "DGS"), on behalf of District of Columbia Public Schools ("DCPS"), is issuing this Request for Proposals ("RFP") to solicit design build proposals ("Proposal(s)") from offerors ("Offeror(s)") interested in serving as the design-builder (the "Design-Builder" or the "Contractor") for the Meyer Elementary School - heating ventilation, and air conditioning ("HVAC") upgrades, located at 2501 11th Street NW, Washington, DC 20001 (the "Project"). The Department anticipates awarding a design-build contract to the Offeror whose Proposal is most advantageous to the District pursuant to the evaluation and award criteria in Part 3 of this RFP. The Project includes full design and construction services for upgrades to the existing school while the school is occupied. The upgrades shall include HVAC replacement, electrical heavy-up, new ceilings, and lights. This Project shall consider the DC Building Energy Performance Standards ("BEPS") program and the Carbon Free DC 2050 initiative. The goal of these programs is to make the District carbon-neutral by 2050. The net-zero emissions ("NZE") requirement and the overarching quest toward electrification shall be factored into the design. The newly installed systems and accouterments are expected to be maintained and incorporated into the modernized building. It is anticipated that the HVAC systems in the modernized building will be a geothermal system utilizing a well field located at the adjacent athletic field. The systems designed under this Project should be designed to be converted to ground-source systems in the future. DGS anticipates the construction portion of the Project to span over two or three summers. However, the Contractor shall anticipate that some work shall be performed during the school year while the building is occupied. As such, the Project shall be designed and scheduled to be implemented in phases based on spaces available to perform work, equipment availability, and task duration. Stop-gap measures will be required to improve occupant comfort, including installing controls on the existing steam system to operate based on the outdoor temperature (outdoor temperature reset). The new HVAC systems should be hydronic with a central plant designed to accommodate a chiller, boiler, heat exchanger, well field manifold, pumps, etc., as required. Forcedair terminal units shall be ducted to architectural air devices and diffusers. Ventilation shall be provided by Dedicated Outdoor Air Systems ("DOAS") specified with energy recovery and designed with ducted or plenum returns. The big-box spaces shall be served by dedicated, variable volume ERUs and AHUs. In addition, conditioning of ancillary areas like restrooms, stairwells, and MDF/IDF rooms shall conform to DCPS standards. The Department is allocating a budget of $11,500,000.00 for this Project ("Project Budget") for full services of design, construction, and inspections. The Offeror shall assume approximately 100% of the design and construction budget will be available in Fiscal Year ("FY") 2024. Accordingly, Offerors are to base their Proposals on the approved budget. The Department requires that this Project will start upon execution of the Notice to Proceed ("NTP") issued by the Contracting Officer ("Contracting Officer" or "CO") and be ready for staff, teachers, and students for the 2026/2027 school year as further described in Section 1.6 of the RFP. However, the contract between the Department and the Design-Builder ("Agreement," "Contract" or "DesignBuild Agreement") will require submission to and approval by the Council of the District of Columbia. As part of the Project Budget, the Offeror's proposal shall include the following: Permit Allowance ($45,000.00), Utility Allowance ($50,000.00), and an Owner's Directed Allowance of $255,000. Contract or NTP/Design Start May 1, 2024 Concept Design Package Submission 4 weeks or earlier from NTP Early Start Agreement Issued June 20, 2024 GMP Proposal Approval July 20, 2024 Substantial Completion Date August 17, 2026 Final Completion Date June 15, 2027 Administrative Completion Date December 30, 2027 9.0 Bid Bond Offerors are required to submit with their Proposals a bid bond in the amount of five percent (5%) of the total price proposal in the form included as Attachment G. All bonding companies must be included on the Department of Treasury's Listing of Approved Sureties. Alternatively, Offerors may submit a cashier's check in lieu of a bid bond. However, in the event an Offeror who is awarded the Agreement fails to post a payment and performance bond for the full value of the Agreement, the Offeror shall thereby forfeit the full amount of the cashier's check. If the Offeror chooses to submit a cashier's check in lieu of a bid bond, the Offeror must complete the form included as Attachment O and return, notarized, with the Offeror's Proposal. 9.1 Contractor's Payment and Performance Bond The Design-Builder will be required to post a payment and performance bond having a penal value equal to the Agreement amount at the time the Agreement is executed. The Design-Builder will be required to post an updated payment and performance bonds in the form of Attachment T to reflect the GMP Amendment amount.
