One of the City’s largest capital investments is in the maintenance of the City’s paved roadway system. The City owns and maintains approximately 125.3 miles of paved roadways, 11.5 miles of paved alleys and 3.4 miles of paved parking lots. The City utilizes a PMS to support the management of the paved roadway network as well as municipal parking lots. A PMS was conducted in 2020. At this time, the City is required to prepare a new PMS. The 2020 PMS Update showed the average Pavement Condition Index (PCI) was in “Fair” condition with a weighted average PCI of 52. The weighted average PCI for the arterial network was 65, the weighted average PCI for collectors was 53 and the weighted average PCI for the local network was 46. The PMS shall provide recommendations to steadily increase the weighted average PCI over the next 5 years. Furthermore, the PMS shall improve the decision-making process with respect to both its Capital Improvement Program (CIP) as well as the street maintenance program. The City of South Gate’s existing PMS was prepared and developed by NCE. A copy is provided on Attachment C hereon. The firm used MicroPAVER software. The database includes detailed information about streets and their condition per industry guidelines. The selected Consultant will be expected to evaluate the pavement condition of the City’s roadway network to update the City’s current PMS using StreetSaver software.
