Please allow two (2) working days in advance of the event to make the necessary arrangements. Questions from Offerors must be received by the Spotsylvania County Procurement Division by January 24, 2024 at noon. Questions must be emailed to Katie Baird, Senior Procurement Officer, at kbaird@spotsylvania.va.us. The County is not responsible for verbal clarification of information provided by parties other than staff of the Procurement Division. All Inquiries for Information Should Be Directed to: Katie Baird, Senior Procurement Officer Phone: 540-507-7586 E-mail: kbaird@spotsylvania.va.us. The County seeks proposals from qualified Offerors to provide all labor, materials, equipment, transportation, and other incidentals necessary for providing requested professional Architectural and/or Engineering (A/E) services to support the planning, development and execution of Spotsylvania County's stormwater and environmental programs. Tasks will be assigned on an "as needed" basis. Before issuing a task, a written scope of work and fee proposal will be developed and agreed to by the County. The Contractor may be required to appear before various agencies, groups, boards, and or courts to present and explain reports and recommendations made necessary by litigation. A/E Services under all categories listed below shall include written reports documenting all study parameters, site conditions, recommendations, test findings, etc. shall be delivered to the County project representative in a timely manner. All such reports and documents including, drawings, shapefiles, models, etc. shall become property of the County for such uses as it may determine. Environmental Services Perform A/E services for environmental compliance, environmental impact, regulatory permitting, site selection, demolition of buildings, renovation of buildings, and development and construction activities. Services shall include the following: 1. Environmental studies including, cultural and natural resources, endangered species, and surface water impacts associated with proposed development projects. This may also include environmental due diligence on property acquisitions and environmental monitoring to meet specific permit conditions. 2. Virginia Pollutant Discharge Elimination System (VPDES) a. Permitting, training, public outreach and general program development and management assistance. b. Pollution Prevention i. A variety of environmental services related to above and below ground petroleum storage tanks including pollution prevention, spill response removal and installation issues and other services as required. ii. Hazardous materials assessment and remediation, spill response, handling and related services. c. Geographic Information System (GIS) services which may include, but are not limited to, mapping identified stormwater facilities and outfalls. 3. Environmental Site Assessments (ESAs) a. Phase I i. Physical description of site. ii. Determination of adjacent land use. iii. Preparation of land use history and a review of records associated with the site. iv. Submission of a written report summarizing conclusions of studies and land use recommendations. b. Phase 2 ESAs i. Planning and execution of sampling program(s). ii. Installation of and sampling from monitoring wells. iii. Analyzing samples obtained from sampling activities. iv. Submission of written reports summarizing results of sampling and analysis activities and recommendations for use and development of lands. c. Phase 3 ESAs i. Preparation of plans and specifications for remediation of environmental problems. ii. Project management for remediation activities. iii. Preparation of written reports and recommendations for regulating bodies. 4. Other Environmental Services a. Asbestos, lead paint, and radon evaluations including management and oversight of third-party contractors and consultants as required. b. Miscellaneous services including noise and odor analyses, regulatory compliance auditing, training, environmental feasibility studies, and other applications as necessary. c. Environmental grant proposals, implementation, and administrative management, and. d. Appearances before various regulatory agencies, groups, and boards, to present and explain reports and recommendations, and court appearances made necessary by litigation. The method of Contractor Selection has not been Determined at this time.
