If submitting a proposal electronically, the City of Natchez WILL NOT make the requisite number of copies on behalf of the Offerer. A mandatory pre-proposal conference. Each Proposal to the City must be accompanied by a bond ora certified check of the Offerer,drawn on a bank, in the amount of $25,000.00 and made payable to the City of Natchez.100% Performance and Payment Bond will be required. The total shall be a guarantee on the part of the Offerer that it will, if called upon to do so, accept and enter into a contract to do the work covered by such Proposal and at the rates statedtherein. Proposals will be evaluated on the following factors: Price (50pts.), Intent to Assist in Marketing City's Recycling Program(10 pts.), Efforts to be Environmentally Responsible (10pts.), Rate Modification, if any(10 pts.), Local Preference for Hiring (10 pts.), Reputation, References and Previous Experience (10 pts.), Technology(10 pts.), Equipment (10 pts.),Plans to Enhance and Invest in the Community through but not limited to services provided at civic events, conventions, festivals, and other city or community-sponsored events (10 pts). State law requires a non-resident bidder to attach/include a copy of his resident state's current law pertaining to such state's treatment of non-resident contractors with their bid. Any bid submitted by a non-resident contractor which does not include the non-resident contractor's current state law shall be rejected and not considered for award. Laws relative to the RFP process can be found in Title 31,Chapter 7, Mississippi Code1972, Annotated. Proposers will find a working knowledge of these laws useful in understanding the RFP process. This RFP is based on these laws. Proposals must be made on the Waste Proposal Form and in accordance with the Request for Proposal furnished by the City of Natchez. The City of Natchez retains the right to accept what it considers, in its judgment, the lowest and best proposal for its citizens and is not obligated to accept the cheapest proposal.
