Demolition, site work, renovation and addition to a military facility in Barksdale AFB, Louisiana. Conceptual plans call for the addition of a military facility; for the demolition of a military facility; and for the renovation of a military facility.
This is a request for information (Questionnaire attached). This is not a Request for Proposals (RFP), Request for Quote (RFQ), or an Invitation for Bid (IFB) and it shall not be construed as an obligation on the part of the Government. There will be no solicitation, specification, or drawings available at this time. Naval Facilities Engineering Systems Command Southeast (NAVFAC SE) is soliciting comments from the construction community addressing the potential use of a Project Labor Agreement (PLA) for a construction project (including new work, additions, alterations, and repairs). The construction is for a building project, specifically, an addition to a Child Development Center facility At Barksdale Air Force Base, located in Bossier Parish, Louisiana in northwest Louisiana, contiguous to Bossier City, Louisiana. The existing Child Development CenterFacility, Building 3723 was built in 2008 and serves 144 children, plus an additional 40 children at the adjacent Building 3725. Built in 1971, B3725 no longer functions to meet the current childcare needs of the base and will be demolished as part of the project. The Barksdale AFB Child Development Center does not meet current or future projected needs, therefore, the scope of this project includes new building additions for new child care spaces, administrative spaces, restrooms, upgraded kitchen, new parking and covered vehicular drop off areas. Within the existing site, the new additions will connect directly to B3723 in two separate wings, resulting in a consolidated facility for 302 children total. The existing B3723 and B3725 shall remain operational throughout construction. The Child Development Center new addition is programmed at 2,084 SM (22,438 SF). Category code is 740- 884. There is approximately 483 SM (5,200 SF) of interior renovation area. The UFC 4-740-14, Child Development Centers facility type has been utilized for the conceptual development of this project. As defined in the UFC, a Large Child Development Center serves 305 children maximum and has a minimum site size of 5.15 acres. Upon completion of the project, the expanded B3723 Child Development Center will have a total of approximately 38,165 SF of conditioned space. The new additions shall utilize the existing site, with the goal to maintain all historic live oak trees. There will be approximately 18,000 SF of additional new exterior playground available where B3725 is demolished. The project will be design-bid-build (DBB), with full plans and specs provided. The magnitude of construction is anticipated to be between $10,000,000 and $25,000,000. The general period of performance is anticipated to be approximately 735 calendar days. A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement as described in 29 U.S.C. 158(f). Federal Acquisition Regulation (FAR) Policy states: Use of Project Labor Agreements for Federal Construction Projects, requires agencies to use project labor agreements in large-scale construction projects (at or above $35 million) to promote economy and efficiency in the administration and completion of Federal construction projects. FAR 22.503(a). Agencies shall require use of a PLA for contractors and subcontractors engaged in construction on the project, unless an exception is granted. FAR 22.503(b). An agency may require the use of a PLA on projects where the total cost to the Federal Government is below $35 million, if appropriate. FAR 22.503(c). Agencies may require use of a PLA for projects under $35 million if the agency decides that the use of project labor agreements will: (1) advance the Federal Government's interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and (2) be consistent with law. FAR 22.503(c)(1). Reference is made to: FAR Subpart 22.5 Use of Project Labor Agreements for Federal Construction Projects; provision, FAR 52.222-33 Notice of Requirement for Project Labor Agreement; and to clause, FAR 52.222-34 Project Labor Agreement. In consideration of the above factors, and any others which may be deemed appropriate, the construction community is invited to comment on the use of a PLA for this proposed project using the attached questionnaire. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan holder's list. After review of the responses to this synopsis, the Government intends to make a determination to pursue the inclusion of a PLA for the proposed project or not. The Government will not contact the responders for clarification of information provided. This survey is for planning purposes only and the Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. Responses shall be submitted on the attached questionnaire via email to Dennis Bourgault, dennis.p.bourgault.civ@us.navy.mil no later than 12:00 PM Eastern on February 12, 2024. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
