The City of Lowell is requesting bids for all labor and materials to apply pavement markings, as directed by the City, in conformance with all applicable portions of Section 860 of the MassHighway (MDOT) Standard Specifications. To assist the City in this effort, the City is issuing this Invitation for Bid ("IFB") to solicit responses from qualified Bidders who can meet the project requirements stated herein. The City of Lowell, acting through its Commissioner of Public Works, reserves the right to waive any informality in, to reject any or all bids or to accept the one which appears in the best interest of the City of Lowell. SCOPE OF WORK The work under this contract consists of pavement markings in Lowell, Massachusetts. The work includes pavement markings and other incidental items required to complete the work. All work done under this contract shall be in conformance with the Massachusetts Highway Department Standard Specifications for Highways and Bridges dated 2023 and as amended; the 1996 Construction and Traffic Standard Details (as relates to traffic standard details only); the 2009 Manual on Uniform Traffic Control Devices; the Plans and these Special Provisions. The General Conditions, Supplementary Conditions and Special Provisions shall take precedence over the General Requirements of Division III of the Standard Specifications. THE PAYMENT CLAUSES CONTAINED IN THE MASSACHUSETTS HIGHWAY DEPARTMENT STANDARD SPECIFICATIONS DO NOT APPLY TO THIS CONTRACT. THIS WORK SHALL BE BID ON A LUMP SUM BASIS. THE CONTRACT LUMP SUM PRICE SHALL INCLUDE ALL LABOR, MATERIALS, EQUIPMENT AND INCIDENTAL COSTS REQUIRED TO COMPLETE THIS WORK, EXCEPT FOR POLICE SERVICES, WHICH WILL BE PAID FOR ON A REIMBURSABLE BASIS, WITH AN ALLOWANCE OF $8,000 PER YEAR
