At that time and place a hearing will be held on the proposed plans, specifications, form of contract and estimate of cost for the improvements, and at the hearing any interested person may appear and file objections to the project or to the cost of the improvements. The extent of the work involved is generally described as follows: a. Furnish labor and materials (other than materials to be provided by Owner) as required. b. Install underground electric distribution facilities, including conduit, cable (600 volt and 15kV class), transformers, junction cabinets, switchgear, pedestals, steel lighting poles, lighting luminaires, and related items. c. Remove overhead electric distribution facilities, including poles, conductor, lighting luminaires, and related items. d. Modify existing building premise wiring to accommodate the change from overhead to underground service. Proposals will be acted upon by the Board of Trustees at a meeting to be held in the board room of the Harlan Municipal Utilities Office at 4:00 P.M. local time on March 28, 2024 or at such later time and place as may then be fixed. If the successful bidder fails to enter into a contract with the Harlan Municipal Utilities for the Improvements, then the certified check or cashier's check deposited by the Contractor shall be cashed, or the bid bond declared forfeited, and proceeds retained by Harlan Municipal Utilities as agreed liquidated damages. Bidders shall not be permitted to withdraw their bids for a period of thirty (30) days after the same are opened. The plans and specifications, prior proceedings of the HMU Board of Trustees referring to and defining the improvements, and a proposed contract are hereby made a part of this notice by reference. The proposed contracts shall be executed in accordance with them. Copies of said plans and specifications are now on file with the Owner and at the offices of P&E Engineering Co. and may be examined by the bidders. Owner reserves the right to reject any or all proposals and to waive informalities. Question Deadline 03/11/2024 Owner on its own initiative may issue Addenda to clarify, correct, supplement, or change the Bidding Documents.
