t is the intent and purpose of this document to provide for the seal coating of the existing asphalt multi-purpose path, located on Gulf Blvd. Navarre Fl, Santa Rosa County. The contractor is to perform all work as indicated, complete in place including all necessary labor, equipment, tools, materials, and all other related items for the proposed project. Project shall consist of seal coating approximately 18,700 LF (3.5 miles) and 10 feet wide of existing asphalt multi-purpose path utilizing coal tar emulsion, meeting all federal specifications RP-355e. It is the intent of the contract documents to describe to the contractor the complete work to be performed under this contract, and to briefly set forth the minimum requirements for materials, equipment, labor, and workmanship which are considered essential to achieve the desired product which are compatible with accepted standards for this type of work. It is also the intent of the contract documents to define the scope and quality of work to complete the project. The contractor shall clearly understand, and agree, that all items of work required for the for the project shall be completed in a workmanlike manner by skilled and competent tradesmen. Project covers approximately 18,700 LF (3.5 miles), 10 feet wide of existing asphalt multi-purpose path utilizing coal tar emulsion, meeting all federal specifications RP-355e. The contractor shall follow all instructions for handling and disposal of the product as set forth by the manufacturer, product safety data sheets, and all applicable standards as set forth by the EPA for this type of work. Preparation of surface, the existing asphalt is in various conditions; the entire paved surface shall be cleaned with brooms and power blowers removing all dirt, water, oil and foreign materials. All places where weeds appear shall be sterilized with a water soil sterilant. Holes will be cut out to the base and squared off and repaired with asphalt. Cracks 1/4 " wide and smaller shall be cleaned out, dried with compressed air, and filled with trowel grade crack filler. There are approximately 11 street crossings and 132 driveways. The contractor will coordinate with the Navarre Beach representative and clearly advertise where & when work will be performed, any closings and how residents will access their properties. Communications, the contractor will be in daily contact with the County's designated representative for the project, the use of signs, barricades, electronic message boards and the county Public Information Office will be used to keep the public informed as to when & where work will be performed. The county will be given a 48 hr notice before any work is to be performed. Maintenance of Traffic (Traffic Control) will be the responsibility of the contractor and will be in accordance with the most current edition of the FDOT Standards Specifications for Road & Bridge Construction. The contractor will follow all the selected manufacturer's instructions during preparation, and post application. The contractor shall take all necessary steps to protect all curbs, walkways, driveways, fencing, sand, and anything that is not to be sealed, and remove any coating from surfaces not requiring sealant. Each bid shall be accompanied by a certified cashier's check, or bid bond, in the amount of 5% of the total bid price, payable to Santa Rosa County, as the guarantee that the respondent, if the bid is accepted, will promptly execute the Agreement. The respondent shall guarantee the total bid price for a period of 60 days from the date of the bid opening.
