Renovation of a playground / park / athletic field in Longview, Washington. Completed plans call for the renovation of a playground / park / athletic field.

The successful Operator will have exclusive rights to operate recreational activities and be responsible for managing the facility, in an organized and professional manner consistent with the professional expectations of the CITY. The CITY expects that the Operator will be active in marketing, community engagement, facility utilization, and partnering with the CITY where applicable. The proposing individual or company shall demonstrate the ability to perform in this type of business clearly and articulate an achievable business plan for operation (based on the criteria set forth in the RFP), and document compliance with appropriate laws and regulations. The selected Operator shall demonstrate the ability to implement a concession that will meet, or exceed, the objectives of the CITY, as well as incorporate innovative ideas that are appropriate. Project Scope The Operator's scope of services proposal narrative should include a philosophy statement demonstrating the Operator's approach to service delivery with specific reference to the tasks defined below in the criteria. Furthermore, the proposer is expected to showcase a comprehensive understanding of the current operator's responsibilities and expectations, as outlined in the Current Operator Responsibilities and Expectations. Even if there is a proposed change in the business type or structure, it is crucial for the proposer to address how the core responsibilities and expectations will be managed and potentially enhanced. CRITERIA FOR EVALUATION 1. Business Plan and Strategies (25 points) 2. Transition Plan and Negotiation Strategies(20 points) 3. Financial Viability and Planning (20 points) 4. Recreational Activities and Community Engagement (15 points) 5. Understanding and Alignment (10 points) 6. Service Evaluation and Reporting (10 points) Submittal The City of Longview Parks and Recreation invites your firm to submit a proposal in accordance with this Request for Proposal (RFP). Your response to this request will be evaluated to determine the qualifications of your firm. Proposals must adhere to the format and content of this RFP. Proposals will not be evaluated unless all parts requested are submitted in a complete package. The information set forth is the minimum required in order to qualify for consideration. The successful proposer shall be required to enter into a contractual agreement based on the specifications outlined in this RFP. Complete proposals will provide a detailed description of the following sections: 1) Introduction 2) Scope of Services 3) Transition Plan 4) Budget and Financial Planning Overview 5) References 6) Exceptions Sealed proposals and the accompanying emailed. The CITY accepts no responsibility or liability and will provide no accommodation to proposers who fail to meet the proposal requirements and emphasis should be on completeness and clarity of content. Before submitting a proposal, proposers are encouraged to thoroughly examine the Mint Valley Racquet Complex site. Title VI Statement The City of Longview, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The CITY reserves the right 1. to reject any or all proposals; 2. to waive minor irregularities in any proposal; 3. to request clarification of information submitted; 4. to request additional information; 5. to award any contract to the next most qualified contractor if the successful contractor does not execute a contract within seven (7) days after the award of proposal. All questions must be received by 5:00 PM, Thursday, February 29, 2024.
