SUMMARY OF WORK: The project includes supplying liquid lime system mechanical components and all associated equipment, including, but not limited to tanks, mixers, feed pumps, transfer pumps, and spray nozzles for the Feura Bush Water Filtration Plant. Lead times for equipment shall be submitted with bid and released for production after shop drawing acceptance by Albany Water Board (AWB). Construction installation contract will be bid separately. Manufacturer to coordinate delivery of equipment with AWB to coincide with installation contract, which may require manufacturer to store equipment until construction begins. Purchases made by the Albany Water Board are not subject to any Federal, State or local sales tax. Bidders shall not include in their bid sales and compensating use taxes on the cost of materials. Exemption certificates will be executed upon request. SUMMARY A. The Work of this section includes the design, fabrication, factory testing, storage, and delivery of a Liquid Lime Feed System, complete with accessories necessary for an operating system. B. Contractor Scope of Supply: 1. Furnish Liquid Lime Feed System complete with: a. Tanks b. Mixers c. Feed Pumps d. Transfer Pumps e. Spray Nozzles f. Level Sensors C. Bidder shall provide tank and structure weights with full product loads, including the maximum torque specifications for each mixer, in order to determine full load bearing capacity of the foundation needed for the equipment provided. All bidders shall be associated with an in-house or third party Professional Engineer who will work with AWD and AWD's Engineer and utilize geotechnical data and building site information (both existing information and information to be collected) to determine required anchoring points for each storage tank during the shop drawing phase. D. Storage & Delivery: System shall be released for production upon approval of shop drawings by Engineer/Owner. If lead time period does not coincide with construction phase, manufacturer shall store system components until Owner can receive shipment. Else, system shall be shipped to the following address: Albany Water Board Feura Bush Water Filtration Plant C/O Joe Degiovine 501 Old Quarry Road Feura Bush, NY 12067 Bids received from Contractors other than those on the official Plan Holders List may not be accepted. Questions pertaining to the bid package should be directed to Mallory Wright, P.E. at mwright@albanyny.gov All bids must be made on the official Bid Form or an exact copy by reproduction thereof and enclosed in a sealed envelope of the Instructions to Bidders. This is a lump sum price bid as described in the Instructions to Bidders. No Bidder may withdraw his bid within forty-five calendar days after the actual date of the opening thereof. FAIR SHARE OBJECTIVES FOR MWBEs: The City of Albany MWBE Subcontractor and Minority/Women Labor Participation Policy applies to this project. This contract has a MWBE subcontractor participation goal of 15%. Subcontractors may be City or State-Certified MWBEs. This Contract also has a Minority/Women Labor Participation goal of 30% of the total labor force hours. All bids must be accompanied by a City of Albany Minority Participation Plan and a City of Albany Minority/Women Labor Participation Plan. If the Minority Participation documents are not submitted with the bid, the bid may be deemed incomplete. All requests for waivers shall be coordinated through the City of Albany Compliance Coordinator, Aindrea Richard (arichard@albanyny.gov) and shall be accompanied by a plan which identifies the portion of the goals that will be obtained. BID SECURITY: Each bid must be accompanied by a bid security in the amount of five percent of the base bid in accordance with the Instructions to Bidders. If a bid deposit is not submitted with the bid, the bid may be deemed incomplete and may not be considered. A Bid must be accompanied by Bid security made payable to Treasurer, City of Albany in an amount of 5 percent of Bidder's maximum Bid price and in the form of a certified or bank check or a Bid Bond [on the form attached] issued by a surety meeting the requirements BOND REQUIREMENT: The successful Bidder will be required to furnish performance and payment bonds in the full amount of the contract price. Question Deadline 02/18/2024. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than five (5) days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Addenda may be issued to clarify, correct, or change the Bidding Documents as deemed advisable by Owner or Engineer. Bids shall be submitted in triplicate; a single original and two copies are permitted. If a Bid is sent by mail or other delivery system, the sealed envelope containing the Bid shall be enclosed in a separate envelope plainly marked on the outside with the notation "BID ENCLOSED." If a Bid is sent by mail or other delivery system, it shall be the responsibility of the Bidder to ensure the bid is delivered by the date and time specified. Bids delivered after the date and time specified may be rejected. Bidders shall submit all required bid documents as outlined herein and as shown on the bidders check list. Failure to submit a complete bid, with all required bid documents, may result in a bid being declared non-responsive. The City of Albany reserves the right to reject all non-responsive bids. Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to be non-responsible. Owner may also reject the Bid of any Bidder if OWNER believes that it would not be in the best interest of the Project to make an award to that Bidder. Owner also reserves the right to waive all informalities not involving price, time, or changes in the Work and to negotiate contract terms with the Successful Bidder. Discrepancies between the multiplication of units of Work and unit prices will be resolved in favor of the unit prices. Discrepancies between the indicated sum of any column of figures and the correct sum thereof will be resolved in favor of the correct sum. Discrepancies between words and figures will be resolved in favor of the words.
