The Southern Sandoval County Arroyo Flood Control Authority (SSCAFCA) requests qualification based competitive sealed proposals to provide On-Call Professional Services - Environmental Consulting. Scope of Work/Specifications. It is the intent of SSCAFCA to select one or more professional firms who can perform Environmental Consulting on an on-call (as-needed) basis. SSCAFCA utilizes the Engineers Joint Contract Documents Committee (EJCDC) Engineering Documents: E-505 Standard Form of Agreement Between Owner and Engineer for Professional Services, Task Order Edition (2020 version) as the main agreement with selected environmental consulting firms. NOTE: while the EJCDC E-505 documents can apply to various BASIC SERVICES (outlined in Appendix C: EJCDC E-505 Documents, Part 4 of 4: Exhibits to Task Order, Exhibit A), work issued as a result of this RFP will only pertain to: Section 1.01 - Management of Engineering Services and Section 1.02 - Study and Report Phase Services. Offerors shall demonstrate their ability to provide the services outlined below, which shall be highlighted in the submitted proposal. a. Environmental Investigations. This service includes field investigations performed to examine and identify biological and/or cultural resources within geographical areas assigned by each task order. Typically, these investigations will be performed in conjunction with SSCAFCA capital projects and may be requested as part of pre-project environmental compliance activities or during construction of capital projects (if needed, e.g. Migratory Bird Treaty Act compliance inspections immediately preceding construction or cultural resource investigations triggered by discovery during construction). b. Environmental Compliance. This service includes preparation of environmental reports as part of pre-project environmental compliance as well as assistance with compliance with SSCAFCA's NPDES permit (MS4) for discharge of stormwater to the Waters of the United States. i. Environmental Reporting: SSCAFCA has may use federal funding from multiple sources, primarily FEMA, USACE, and FHWA, for project design and construction. As part of NEPA compliance requirements, environmental documents will need to be developed for projects. These documents will be prepared for review and approval by funding agencies and will include coordination of public review and comment, and response to comments by the public and reviewing agencies. For cultural resources compliance, this may also include consultation with the State Historic Preservation Officer and/or tribal entities. ii. NPDES (MS4) Compliance: SSCAFCA is a permittee in the watershed based NPDES permit for stormwater discharge to the Rio Grande. As part of this permit, SSCAFCA participates in cooperative sampling efforts with other permittees under this permit. This sampling requires on-call sampling during and immediately following storm events at locations both north and south of the middle Rio Grande urbanized area. SSCAFCA may also elect to enlist the services on a consultant for performance of other activities associated with this NPDES permit. SSCAFCA makes no guarantee as to the amount of work to be issued under any future contract issued pursuant to this RFP. Overview. Proposals shall be prepared simply and economically, providing a straightforward, concise description of the Offeror's ability to meet the requirements of this Request for Proposals (RFP). Emphasis shall be placed on the quality, completeness, and clarity of content of the proposal. Point of Contact. This RFP is issued by Southern Sandoval County Arroyo Flood Control Authority (SSCAFCA), Fiscal Services Department, which is the sole point of contact during the procurement process (the "Point of Contact"). Communications initiated by a respondent to this RFP (the "Offeror") with members of the Governing Body or SSCAFCA personnel, other than as coordinated by the Point of Contact noted below, shall be grounds for Offeror disqualification. Any inquiries or requests during this procurement shall be submitted via e-mail to the following Point of Contact: Deborah Casaus, Fiscal Services Director dcasaus@sscafca.com The date and time of receipt will be recorded on each proposal. SSCAFCA shall not be responsible for proposals that are mailed and not received by the time specified in this section. Receipts for hand delivered proposals may be issued by SSCAFCA (upon request). Submittal Format. Submit one (1) electronic pdf of the proposal on a USB Flash Drive and one (1) paper copy of the electronic pdf. Paper copy to be printed in color and stapled in the upper left corner. In the event there is a discrepancy between the paper and electronic submittals, or if the electronic version cannot be read/downloaded from the submitted Flash Drive, the paper copy becomes the official RFP response. SSCAFCA may request an additional electronic copy matching the paper copy in these rare instances. Proposal Font. Proposals should use a non-serif font at size 11pt or larger. Page Limit & Page Count. Proposals shall be limited to ten (10) numbered pages, not including the Table of Contents, dividers, front/back covers, and any documentation listed in Section 4.3. Letter format (8-1/2" x 11") pages shall count as one (1) numbered page. Tabloid format (11" x 17") pages shall count as two (2) numbered pages. ANSI D format (22" x 34") pages shall count as four (4) numbered pages. Deadline to Submit Written Questions Potential Offerors February 16, 2024 5:00 PM. All written questions must be sent by email and addressed to the Point of Contact. SSCAFCA response to questions will be formalized as an addendum to the RFP. Addenda/Communication. The issuance of a written addendum is the only official method by which interpretation, clarification or additional information can be given. If it becomes necessary to revise or amend any part of this RFP, notice may be obtained electronically. Oral and other interpretations or clarifications will be without legal effect. Term: This Agreement will be effective and applicable to Task Orders issued hereunder for [one (1) year] from the Effective Date of the Agreement. The parties may extend or renew this Agreement, with or without changes, by written instrument establishing a new term [annually for up to three (3) additional years]. The method of Contractor Selection has not been Determined at this time.
