The proposed Kevin Calvin Slide High Priority AML Reclamation Project, approximately 10.5 acres total (3.5acre@site&7.0 acre waste area), consists of the removal of slide material to rock and the installation of drainage controls at one site in the community of Teetersville. The project site is located in the Harlan Quadrangle at 36 48' 18" N, 83 20' 42" W. To reach the site from the southern intersection of U.S. 421 and KY Route 72 in Harlan, turn right onto KY Route 72 and travel southeast for 2.25 miles. Turn right onto KY Route 2425. Travel a few hundred feet and cross the railroad, turn right onto Walnut Lane parallel the railroad for 0.3 miles. Turn left onto the Calvin's driveway at 327 Walnut Lane. Reclamation consists of the removal of approximately 3.5 acres of slide material to rock and the installation of ditches to control drainage. construction of debris barrier walls, installation of a type "B" sediment structure, and the installation of surface ditches both ECB and rip rap to convey water in a controlled manner. Previously existing culverts will also require replacement at the access road location and a location at the northern portion of the project. A storage shed will also require removal/replacement. Waste material will be hauled approximately 8 miles (one way) to Right Fork of Enoch Branch. The 7-acre site was previously disturbed by past coal mining activities. It was most recently the site of an enhancement rule project. It is located in the head of Right Fork Enoch Branch at 3649'33.66"N 8315'59.63"W. Slide material will be uniformly placed over a 5-acre area, with ECB diversion ditches constructed to help establish vegetation. A Class III Ditch will be construction along the perimeter of the site to properly handle surface water. 2-Acre coal refuse hillside will be reseeded to better establish vegetation and protect the constructed Class III Ditch below. All bids shall be accompanied by a bid guarantee (in the form of a bid bond or certified check) of not less than five(5%)percent of the amount of the lump sum base bid. A 100% Performance Bond and a separate 100%Payment Bond shall be furnished by the successful bidder. The Division of Engineering and Contract Administration, Commonwealth of Kentucky, reserves the right to reject all bids and to waive all informalities and/or technicalities where the best interest of the Common wealth may be served.
