All questions will be answered and posted to the LCPC website by February 20, 2024. All bids must be received by February 28, 2024 at 4:30pm. INTRODUCTION In Partnership with the Vermont Fish and Wildlife Department (VFWD), in Summer of 2022 the Lamoille County Planning Commission (LCPC) received a Design/Implementation Block Grant funded by the Vermont Department of Environmental Conservation, administered by Watersheds United Vermont, for Final Design and Implementation of a Berm Removal Project. This proposed Berm Removal Project is located at the Vermont Fish and Wildlife Department (VFWD) owned parcel near 182 Elmore Pond Road, Wolcott, VT 05680. The berm is located along the edge of the field west of the Access Area parking lot. Berm removal is focused on only the berm on river left (looking downstream). The berm extends 500ft along the top of the riverbank parallel to the Lamoille River, covering an area of 6,100 square feet. This area is susceptible to flooding and frequently experiences scouring and erosion near Bridge 8 on Elmore Pond Road. This river/road conflict area is a key location identified for streambank restoration in the 2020 Wolcott Local Hazard Mitigation Plan and 2018 Lamoille River Flood Modeling. This berm removal project will enhance floodplain access and allow floodwaters to dissipate naturally into the nearby vegetated field. Increasing access to the floodplain will reduce scouring and erosion near the Elmore Pond Road Bridge and along the streambank of the Lamoille River. SCOPE OF WORK The budget for this construction project is up to $30,000. The tasks to carry out the project are summarized below. Qualified contractors who value this scope of work above the allocated amount of $30,000 are still encouraged to bid on this project and provide justification for why the cost estimate is above the maximum allocated amount. The LCPC is assisting the Vermont Fish and Wildlife Department in retaining the services of a qualified contractor with experience in Berm removal or related construction activities to complete the scope of work outlined below. Meghan Rodier, LCPC Regional Planner, will provide project partners coordination and act as a liaison between project partners and the hired contractor. The LCPC will manage the WUV (Watershed United Vermont) Grant funding this Berm Removal Project and will submit progress reports and deliverables to the grant administrator (WUV). Funding for this project is provided by the Vermont Department of Environmental Conservation. Procure Project Materials and Remove the Berm Materials/Construction The hired contractor will be responsible for procuring all project construction materials, removing the berm, and re-seeding/planting the berm post removal as detailed in the Final Design Plans (see Attachment A). The VFWD has collected a wildlife conservation seed mix that will be provided to the hired contractor to utilize when re-seeding the former berm site after the berm is removed. After berm removal, the disturbance area must be seeded and mulched within a 24-hour period. Seedlings removed during berm removal shall be transplanted back to the former berm area. The contractor will adhere to other design considerations as referenced in the Final Design Plans including preserving mature, established trees on the berm, burying soil from the berm removal in the Knotweed disposal areas to prevent the spread of Knotweed, and creating wildlife habitat mounds with the excess soil from digging Knotweed disposal holes. A designated path will be flagged prior to construction for the excavator to access the knotweed disposal areas. The purpose of this path is to minimize disturbance to existing vegetation and recent hydroseeding and planting efforts in the upstream field at the VFWD Access Area. Project construction should comply with the Vermont Erosion Prevention and Sediment Control Plan Project Timeline Physical construction of the project must take place spring of 2024 as soon as the ground is dry enough for truck traffic. The optimal time for construction of the project is April/May of 2024 to allow Vermont Fish and Wildlife Department and Lamoille County Conservation District in partnership with the Northwoods Stewardship Center to implement plantings/restoration plans after the Berm Removal in May of 2024. One final invoice for this Berm Removal Project should be submitted to Meghan Rodier, Regional Planner, with the Lamoille County Planning Commission, by no later than September 1st , 2024.
