Renovation of a laboratory facility in Richland, Washington. Completed plans call for the renovation of a laboratory facility.

Prime Contractor shall be pre-qualified in order to propose on this effort; likewise, Subcontractors to a Prime Contractor performing work shall be prequalified prior to issuance of the NTP. Note - An Experience Modification Rate (EMR) of less than or equal to 0.9 for Prime Contractor (1.0 for Subcontractors) and no willful OSHA/State Labor & Industries Citations over the past three years is needed to meet the pre-qualification requirement. Duration/Completion: Project Complete ready for use, not later than April 3, 2025 SYNOPSIS The 325 Radiochemical Processing Laboratory building (325RPL), in the 300 Area on the Hanford Site, is a Hazard Category II nonreactor nuclear facility originally constructed in 1953. The existing electrical, ventilation system, and its components are over 50 years old. The project will upgrade and extend the life of the electrical distribution system and ventilation systems for safe execution and radiological work. The 325RPL will be operational throughout the construction cycle. The Work consists of upgrading and replacement of two major systems: 1. The Ventilation system. a. Exhaust ducting: The work involves opening of a contaminated ductwork system. This work includes the use of a Radiological Work Permit (RWP), Beryllium Work Permit (BWP), and utilizing confinements and/or glove bags. Battelle Shielded Facilities Operations (SFO) will provide and install all glovebags i.e., Temporary Radiological Control Containments (TRCC). The TRCC must be inspected and tested before services are demolished as directed by the PNNL Radiological Engineer. Battelle Shielded Facilities Operations (SFO) will support contractor working inside the TRCC. Battelle will remove the TRCC once the work evolution is complete. The contractor will be responsible for packaging the contaminated components and placing them into PNNL supplied waste containers. Upgrade/Replace exhaust duct in the basement following the suggested work sequence in 1.6.2. b. Exhaust filter building: replace exhaust fans, discharge ductwork, isolation dampers, coils, demolish the approximately half of the fan room's concrete roof, sawcut concrete openings in walls, demolish associated electrical, following the work sequence in 1.6.3. Add variable frequency drives (VFD), and install new roof structure, stair assembly and landing, install new door pairs, replace the roofing TPO system, install walkway pads & guardrails, and install new EIFS siding on the filter building. c. Supply side: Demolish and replace the main supply air handling units (AHU) including fan assemblies, equipment bases, pre-heat coils, cooling coils, heat and re-heat coils, pumps, existing VFDs, Motor Control Centers, control panels, pneumatic piping controls, actuators etc. re-heat piping with Asbestos Containing Material insulation and upgrade the heat recovery system following the work sequence in 1.6.4. 2. Electrical system containing the following: a. Provide a new utility service with metering/connection cabinet, exterior switchboard, interior distribution panels and uninterruptible power supply (UPS) system with associated distribution panels and transformers. Provide a standby generator with exterior mounted automatic and manual transfer switches, load-bank connection cabinet, and temporary generator connection cabinet. Replace (8) dry-type step-down transformers in the basement, (1) 208/120-volt panel, and replace existing fluorescent lighting with light-emitting diode (LED) type fixtures. The Basement Exhaust ventilation ductwork and Exhaust Fan(s) replacement work will be considered High Risk as defined in 017500B-C.2.b. An approved Construction Work Plan (CWP) and a Job Specific Analysis (JSA) specific to High-Risk Radiological work activities will be required. For Medium Risk work, and an approved JSA specific to the work activities will be required. This scope excludes any work on Safety Significant, Category 1, Systems, Structures and Components (SSCs). Therefore, the contractor does not have to be listed on PNNL's Evaluated Suppliers List (ESL). The contractor shall not perform any work on Safety Significant SSCs. Any Safety Significant work will be managed (with other evaluated NQA-1 qualified contractors) or performed by PNNL. Inquiries: All inquiries must be sent to: melissa.newell@pnnl.gov Requests for Clarification / Interpretation: If the Proposer finds discrepancies, omissions, or is in doubt as to the true meaning of any part of the contract documents, Proposer MUST submit a WRITTEN request for clarification or interpretation using Request for Information (RFI) form at website and address it to the Contract Specialist listed on Page 1, no later than 2:00 p.m. PDT; March 27, 2024. Submittals may not be considered if submitted after this time.
