Project management and quality control - Proposers should demonstrate ability to manage the project and provide information regarding processes and tools that will be used to ensure project completion on schedule and within budget. Quality control staff and procedures should be identified to ensure technically accurate and complete deliverables. b. Preliminary Design - The deliverable should include approximately 30% design level drawings and cost estimate. The preliminary design deliverable should provide adequate information and detail to show the full intent of the design including HVAC and fume hood design, electrical and controls design, architectural design, and construction sequencing. This will include initial contact with the permitting agencies to introduce the entire project and develop a permitting plan to develop the required permit applications for the project and coordination with the Energy Trust of Oregon to identify possible incentives. It will also include a feasibility analysis of the hot water service as potential heat source for the Lab HVAC system. This feasibility analysis will inform whether this option is advanced to Final Design.
