Mille Lacs County is soliciting a Request for Proposal (RFP) to select a qualified Architectural and Engineering (AE) firm with specific experience in the design, preparation of construction documents, and construction administration on Jail and Public Safety Facilities. All design elements and recommendations must meet the standards set forth in Minnesota Administrative Rules Chapters 2900 and 2911, in addition to all other applicable State, Federal, and Local laws and regulations. Mille Lacs County has an existing jail facility that is in need of significant remodeling as suggested by recent Minnesota Department of Corrections Jail Inspections. The firm will need to expand on a recent needs assessment to create a 70-bed space Master Plan that guides the County in deciding the most cost-effective way to obtain recent and anticipated jail and public safety trends within the existing limited site. The County is seeking a design and plan that will provide for a long-term (25 year) solution, both for the housing of inmates, and the potential citing of other uses within and/or immediately adjacent to the existing jail footprint. The purpose of this Request for Proposal (RFP) is to obtain information and qualifications from firms interested in contracting with the County to provide the services described in this RFP. Selection will be made based on response to RFP requirements, interviews (if needed), references/recommendations, and overall fit. The responding firm must be an Architect/Engineer licensed and registered in the State of Minnesota. The successful firm shall evaluate the current situation, perform necessary research, create a preliminary design to a master plan, suggest options to provide an estimated schedule and cost for the selected option(s), summarizing all findings for the County Board of Commissioners. This process may or may not result in an approval by the County Board of Commissioners to fund one of the recommended options.
