Renovation of a fire / police facility in Fremont, California. Completed plans call for the renovation of a fire / police facility.

Project Information. Location and Description. The Project is located at 43600 S. Grimmer Blvd., Fremont, CA and is described as follows: The work includes demolishing and recycling existing emergency generator. Protect all existing wiring in place. Provide and install new Tier 4 - 80KW Emergency Generator on existing concrete pad underneath existing solar panels. Replace existing ATS with new. Provide a bid alternate for replacing the existing concrete pad only if the existing pad cannot support the new generator. Provide temporary generator for the duration of the project. Contractor is responsible for all work necessary to acquire a permit from Bay Area Air Quality Management District (BAAQMD). This project will be inspected by City of Fremont and BAAQMD. And all necessary work in the drawings and specifications provided. Bidders must submit any inquiry under this Section by 2:00 p.m. at least 7 Working Days before the Bid Deadline. Questions received any later will not be addressed before the Bid Deadline Time for Completion. The planned timeframe for commencement and completion of construction of the Project is: Ninety (90) calendar days from the date specified in the Notice to Proceed to Final Completion. Estimated Project Cost. The estimated construction cost, or construction cost range, for the Project is $450,000. This estimate serves only as a guideline to bidders of the scope of the Work and the Project. No bidder, including the successful bidder, is entitled to make any claim against City based on inaccuracy of the estimated cost or range of cost of the Work or the Project. License and Registration Requirements. License. This Project requires a valid California contractor's license for the following classification(s): A, B and/or C-10 Contractor. Contractors bidding as a joint venture must secure a joint venture license prior to award of the Contract for the Project. DIR Registration. City may not accept a Bid Proposal from, or enter into the Contract with, a bidder without proof that the bidder is registered with the California Department of Industrial Relations ("DIR") to perform public work under Labor Code Section 1725.5, subject to limited legal exceptions. Bid Proposal and Security. Bid Proposal Form. Each bid must be submitted using the Bid Proposal form provided with the Contract Documents. Bid Security. The Bid Proposal must be accompanied by bid security of ten percent of the maximum bid amount, in the form of a cashier's or certified check made payable to City, or a bid bond executed by a surety licensed to do business in the State of California on the Bid Bond form included with the Contract Documents. The bid security must guarantee that, upon award of the bid, the successful bidder will execute the Contract and submit the payment and performance bonds, the insurance certificates, and the other documentation required by the Contract Documents, within ten days after City's issuance of the Notice of Award. Prevailing Wage Requirements. General. This Project is subject to the prevailing wage requirements applicable to the locality in which the Work is to be performed for each craft, classification or type of worker needed to perform the Work, including employer payments for health and welfare, pension, vacation, apprenticeship and similar purposes. Rates. The prevailing rates are on file with the City Engineer and available online. Each Contractor and Subcontractor must pay no less than the specified rates to all workers employed to work on the Project. The schedule of per diem wages is based upon a working day of eight hours. The rate for holiday and overtime work must be at least time and one-half. Compliance. The Contract will be subject to compliance monitoring and enforcement by the DIR, under Labor Code Section 1771.4. Minimum Wage. This Contract may be subject to the City Minimum Wage Ordinance, codified in Fremont Municipal Code Chapter 5.30. Contractor represents it has read and understands the City's minimum wage requirements and agrees to fully comply with the ordinance. Contractor shall promptly provide any documents and information required by City to verify compliance. Contractor shall include all applicable minimum wage requirements in all subcontractor contracts and require subcontractors to comply with the requirements. If federal, state, and local minimum wage laws apply to this Contract, Contractor shall comply with the highest rate of pay applicable. Contractor's violation of the City's Minimum Wage Ordinance constitutes a material breach of Contract for which the City may pursue all available legal and equitable remedies, including termination. For more information on the City's minimum wage requirements, please refer to the City of Fremont Minimum Wage Flyer published in the City's website and updated annually. Performance and Payment Bonds. The successful bidder will be required to provide performance and payment bonds, each for 100% of the Contract Price. Substitution of Securities. Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code Section 22300. Subcontractor List. Each Subcontractor must be registered with the DIR to perform work on public projects. Each bidder must submit a completed Subcontractor List form with its Bid Proposal, including the name, location of the place of business, California contractor license number, DIR registration number, and portion of the Work (based on the Base Bid) for each Subcontractor that will perform work or service, or fabricate or install work, for the prime contractor in excess of one-half of 1% of the bid price, using the Subcontractor List form included with the Contract Documents. Instructions to Bidders. Additional and more detailed information about the Project and City's bidding requirements is provided in the Instructions to Bidders. All bidders should carefully review the Instructions to Bidder before submitting a Bid Proposal for the Project Bidders' Conference. A bidder who fails to attend a mandatory conference may be disqualified from bidding. Contractors who are attend the conference are required to furnish and properly don their own protective gear (the use of a face mask, at a minimum), as well as follow all social distancing requirements per the latest Covid-19 County Guidance. Given the current environment, this may change. If so, potential bidders will be advised by the issue of an addendum.
