The City of Pasadena, Water and Power Department (PWP), intends to select an experienced professional service firm (Contractor) to provide leak detection and transient pressure monitoring technologies, with a platform to continuously monitor the water distribution system in real-time and alert for operational abnormalities (e.g. leaks, transient pressure, sudden pressure drops, suspected main breaks, etc.). The project area is Eagle Rock Zone, one of 24 pressure zones within PWP’s service area. The transmission and distribution system in Eagle Rock Zone consist of approximately 16.7 miles of piping of various materials and sizes. The distribution pipes range in size from four inches (4”) to sixteen inches (16”) and are comprised of cast iron, ductile iron, concrete steel, steel, and concrete. A breakdown by pipe material and pipe inside diameter are shown in the tables below. There are 141 wet barrel hydrants in the project area. The City reserves the right to reject any or all bids or proposals and any item or items therein, and to waive any non conformity of proposals with this RFP, whether of a technical or substantive nature, as the interest of the City may require. For this legislation, a “public works project” is defined as “the erection, construction, alteration, repair, or improvement of any public structure, building, road, or other public improvement of any kind.” This definition is not as broad as in the Prevailing Wage Law. The quantities contained in the RFP documents are approximate only and are for the sole purpose of comparing proposals. The City may, in accordance with the specifications, request additional services as necessary at the City's sole discretion, as increased by the unit price noted and payment will be made for the amount of services actually provided as determined by the City and accepted at the unit prices noted in the proposal.
