Amendment 0004 is uploaded to SAM. This new amendment provides Offeror Questions and Government Responses, and also an updated drawings (Attachment 6) to replace Sheet 9 initially posted herein. 19MAR2024 - The deadline for proposal submission has been extended to Friday, 22 March 2024 at 5:00 p.m. Eastern Time. Amendment 0003 (2 pages) is uploaded to SAM. This amendment provides Offeror Questions Q16 through Q20 and Government Responses A16 through A20. 18MAR2024 - Reminder to all prospective offerors that you will need to submit BOTH a Price Proposal and a Technical Proposal in your response to this solicitation. The Price Proposal should be separate from the Technical Proposal, but both must be submitted via email no later than 5:00 p.m. Eastern Time on 20 March 2024. Please read the Instructions to Offerors that starts on Page 34 of the solicitation. There, you will see that in your Price Proposal, you must include the completed SF1442; the Acknowledgement of Amendments (and, so far, we have had 2 amendments issued for this procurement); completed Section B Price Schedule; Section K representations and certifications (Section K begins on Page 20); and, a bid guarantee bond document if your proposed price is over $150K. In your Technical Proposal, you must address the two technical evaluation factors of (1) Experience and (2) Technical Approach to Performing the Work. The submittal requirements for these 2 evaluation factors are stated on Page 34 of the solicitation. Section M provides the basis for evaluation and award. Please read over this section, as well, so that you understand how your proposal package will be evaluated. This construction requirement at Devil Creek Campground, Flathead National Forest in Montana consists of, but is not limited to the following: excavation and backfill for buildings; pre-cast concrete utility building installation; MEP wellhead replacement; and, utility equipment and water system connection. The closest city to this location is Columbia Falls, Montana. Responses to this solicitation are due to the Contract Specialist no later than 1700 Eastern Time on 20 March 2024. This will be a 100% Small Business Set-Aside. Prospective offerors will need to submit both a Price and a Technical Proposal. Applicable NAICS Code is 237110 for Water and Sewer Lines and Related Structures. Estimated magnitude of construction cost: between $25K and $100K. (1) The contractor shall provide all labor, materials, equipment, transportation and services necessary to complete this construction project, which consists of, but is not limited to, the following: mobilization; demolition of an existing wellhead; removal and replacement of specified well and wellhead equipment; installation of a new Government-furnished, contractor-installed precast utility building (wellhouse); installation of well pump, plumbing and electrical controls. (2) Applicable NAICS code: 237110 - Business Size Standard: $45 million (3) Work to be accomplished between the Date of Award and 25 May 2024. Project Completion Date must be no later than 25 May 2024. (4) This is a 100% Small Business Set-Aside procurement in accordance with FAR 19.502-2. (5) This shall be a Tradeoff Source Selection procurement pursuant to applicable sections of FAR Parts 13 and 15. (6) In accordance with FAR 36.204 'Disclosure of the Magnitude of Construction Projects', the following magnitude of estimated construction price range applicable to this project: between $25,000 and $100,000. All offeror questions should be emailed to mary.harding@usda.gov. Prospective quoters are encouraged to visit the site and become familiar with existing conditions. The project is located at the Devil Creek Campground on the Flathead National Forest at mile post 190 on US Hwy 2, 45 miles East of Hungry Horse, Montana. Technical Requirements: Construction standards of performance for workmanship and appearance, quality, and material requirements for the work required in this project are designated in the attached construction specifications and drawings. 1. The Contractor shall adhere to the Construction Specification Institute (CSI) specifications attached as a part of this document. 2. All personnel involved in the direct construction of this project shall be properly trained, clothed, and protected under the various federal & state health & safety laws & regulations, which include 29 CFR part 1910.119 and 29 CFR part 1910.120 (OSHA). *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
