Questions should be submitted in writing with written responses prepared by the Town and posted on the Town's web site by the date listed in Section 1.02. SITE VISIT: Consultants should conduct their own site visit within the public right of way and review the project locations and site conditions to develop questions to be submitted in writing. Scope of Services: The Town of Hartford owns and maintains 23 structures defined as bridges along Town Highways and a bicycle and pedestrian path. Of these bridges, 17 are considered short span structures and 6 are considered long span structures. Long bridges are defined as having a span of greater than 20', short bridges have a span of less than 20'. The Town requests bids from qualified consultants to provide bridge inspections, provide yearly maintenance recommendations with field forms for each structure, repair and/or replacement cost analysis where needed, and an updated capital improvement plan for the structures. The tasks as envisioned are listed below. Documents Review: The Consultant will review previous records including but not limited to the Bridge Maintenance and Capital Improvement Plan prepared by Stantec and released November 1, 2011, any available Vermont Agency of Transportation bridge inspection reports, any available plans of record, and the structural evaluation of the Wilder Bike Path Bridge prepared by Timothy Schaal, PE dated August 28th, 2019. Field Inspections: The consultant shall perform comprehensive field inspections documenting conditions with notes, measurements, and photographs of all short and long structures. The evaluation shall also include all associated features such as but not limited to headwalls, wingwalls, cutoff walls, safety railings, guard rails, curbs, slopes, channels, signage, and utilities. Priority Groups: The consultant shall use a combination of the documents reviewed and their current inspections to identify each structure's current maintenance and structural deficiencies. These deficiencies should be rated into priority groups based upon the urgency to address the deficiency. The current Maintenance and Capital plan breaks them into 4 groups being Group 1 (1-2 years), Group 2 (2-5 years), Group 3 (5-10 years) and Group 4 (10-20 years). Cost Estimating: The consultant shall provide cost estimates to address all deficiencies at each structure utilizing private contractors. The consultant shall utilize their professional judgement based upon the cost and the likely remaining life of each structure as to whether a repair, rehabilitation or a full replacement cost should be budgeted. Where a full replacement is recommended both the repair, and the replacement cost shall be provided with the expected life span of each for each option included. The estimated construction costs for each structure shall be itemized by specification section and include engineering, legal, permitting, contingencies, and any other anticipated project related costs. Capital Improvement Plan: The consultant shall utilize the estimates to develop a 20-Year Capital Improvement Plan (CIP) for the maintenance, repair, rehabilitation, and replacement of structures listed in Section 2.02. Maintenance Plan: The consultant shall also provide a detailed maintenance plan. The plan shall include an inspection form and maintenance checklist for each structure based on its individual components. Executive Summary: Lastly, the consultant shall author a report summarizing the project, annual bridge maintenance, periodic bridge maintenance, bridge repair, bridge rehabilitation, bridge replacement, the bridge capital improvement plan, and provide maps accurately detailing the structure locations. The inspection reports, cost estimates, and capital improvement plan shall be included as exhibits. Deliverables: The consultant shall provide the final executive summary with all exhibits as one document in PDF format and present it to the Selectboard at a regularly scheduled meeting. The inspection forms and maintenance checklist for each structure shall be provided in fillable PDF or Word formats.
