Oak St. WTP PFAS Improvements- The Work consists of installing a new treatment process at the Oak Street Water Treatment Plant for the removal of per- and polyfluoroalkyl substances (PFAS). Two process trains of pressurized vessels filled with granular activated carbon (GAC) will be installed within a 40-foot by 40-foot building expansion. The existing building will receive improvements including a new bathroom, chemical feed replacement, and removal of the existing greensand pressurized vessels. The project also includes general renovation and replacement of other building components including but not limited to plumbing, HVAC, fire protection and electrical systems. Estimated Cost $6,000,000 1. Civil - Site Improvements: a. Construct proposed building expansion on existing Oak Street Water Treatment Plant (WTP). b. Pave around new building expansion to create access road around WTP. 2. Civil - Yard Piping: a. Provide piping and appurtenances for new fire protection service from existing finished water pipe. b. Provide piping and appurtenances for new water service to the WTP. c. Remove and install new section of sewer including a new sewer manhole 3. Structural: a. Install foundation and all other structural components of the proposed Oak Street WTP expansion. b. Install concrete berms for new chemical containment areas. 4. Architectural a. Install new ADA compliant ramp for access to the facility. b. Repair dents in exterior metal siding and metal corner trim. c. Replace existing exterior doors and frames. d. Add new unisex bathroom adjacent to existing laboratory. e. Clean and seal existing concrete floors. f. Construction of proposed Oak Street WTP building expansion. 5. Water Treatment Plant Process Equipment and Systems: a. Remove existing horizontal Greensand pressure vessels, chemical feed systems, recycle pumps, air compressor, and finished water pumps. b. Install new day tanks, chemical transfer pumps, chemical metering pumps, and bulk storage tanks for potassium hydroxide, sodium hypochlorite, and zinc orthophosphate. c. Install new sodium fluoride saturator and chemical feed system. d. Install two new finished water pumps. e. Install new duplex bag filter system and associated piping and valving. f. Install two new lead/lag granular activated carbon pressure vessel systems (four pressure vessels in total) in proposed Oak Street WTP building expansion. 6. Heating, Ventilation and Air Conditioning: a. Install new boiler and heating hot water distribution system. b. Install new make-up air handling unit and associated exhaust fan with ductwork distribution c. Install new emergency exhaust system with exhaust fans and make-up air louvers with motorized dampers. d. Install new air handling unit and ductwork distribution serving the existing lab and office and the new bathroom. e. Install new bathroom exhaust fan with ductwork distribution.. 7. Plumbing a. Replace domestic water service and b. Add domestic water and drainage to new unisex bathroom. c. Provide new gas-fired hot water heater. d. Provide new emergency fixtures and tempered water system. e. Replace existing sprinkler riser and wet-pipe sprinkler system. 8. Electrical Systems: a. Install new standby generator. b. Install new fire alarm system. 9. Instrumentation and Controls: a. Install new chemical control panel. b. Install new SCADA system to communicate with other facilities owned by the Town.
