Question Submission Deadline:March 15, 2024, 5:00pm Washington County Department of Facilities, Fleet and Park services is requesting bids from qualified contractors to pressure wash all exterior horizontal and vertical surfaces of the Washington County Parking Structure located at 225 S First Avenue, Hillsboro, Oregon. The parking structure has moss, grease, dirt, grime and all other surfaces that have built up. The project will also incorporate new caulking, exterior paint, and sealing of the concrete exterior facade. The 5-floor parking structure was erected in 1997-98 and consumes an area roughly 306 feet long, 129 feet wide, and an elevation of roughly 50 feet. In addition, the parking structure provides 488 parking spots, 2 elevators, houses a conference center, several perimeter offices, and serves the numerous TriMet passengers 7 days a week. The estimated expenditure for this contract will be $400,000. The County may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the County it is in the public interest to do so. Washington County reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the County. Bidders are solely responsible for ensuring receipt of their bid by the Procurement Division. All bidders must be registered with the Oregon Construction Contractors Board prior to submitting bids. Failure to be registered will be sufficient cause to reject a bid as "non- responsive." Licensing per ORS 468A.720 (working with asbestos) is not required for this project. Bidders must conform to the requirements of these bid documents and all related, applicable laws. Contractor will demonstrate that an employee drug and alcohol testing program is in place and that employees who are engaged in the construction, reconstruction or maintenance of a project (all public works projects) have tested negative for drugs and alcohol or have entered a rehabilitation program. The County does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided that they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements. However, all bidders will be checked against the Bureau of Labor and Industries and the Construction Contractor's Board list of contractors ineligible to receive public works contracts. 1. All chemicals should be approved prior to use by the contractor administrator, and chemicals must be safe, biodegradable, and ensure that product does not damage surrounding vegetation. Green seal products preferred. 2. Contractor will coordinate with Contract administrator when scheduling power washing over business entries to ensure public safety. 3. Contractor will pressure wash all exterior horizontal and vertical services to remove, grime, dirt, oils, surface build up and moss prior to painting. 4. Contractor will provide contractor administrator notification when parking spots need to be put out of service to ensure that no debris is sprayed upon cars in the perimeter parking spaces. 5. Contractor will take proper protective measures when pressure washing around electrical, and door entry to safeguard no water intrusion or damages. 6. Contractor will submit for a right of way permit with the city of Hillsboro for the use on Washington, and Adams Street, while 1st street permit is with Washington County. 7. Contractor is responsible to properly identify sidewalk closers with appropriate signage, and signage indicating alternative routes ensuring pedestrian safety. 8. Contractor will provide high visible signage and markings when taking parking spots out of service. 9. Contractor will provide visible signage indicating change of traffic flow in garage. 10. Contractor will power wash and clean all perimeter windows upon completion of project. 11. The contractor shall furnish and maintain all power wash equipment required to do the task. 12. Contractor will properly contain any oil or fuel leakage upon property. 13. Equipment shall not be left out unattended in High traffic areas during normal business hours. B) Equipment: A. Contractor will provide all necessary equipment to safely reach and access upper areas of the parking structure for requested work. B. Contractor will follow all OSHA related guidelines related to working from heights and all workers will wear proper PPE. C. If contractor is to use heavy equipment to access higher areas, contractor will make all necessary precautions to distribute weight on the concrete sidewalks. C) Caulking: A. All perimeter caulking has exceeded its life cycle and is currently separating, and cracking. B. Contractor will remove all damaged caulking, fill larger cracks with appropriate backer rod, and fill with exterior concrete grade DOW Corning silicone sealant. C. Contractor will repair and fill all small masonry cracking prior to painting. D) Exterior painting and sealing: A. Contractor will use the following paint from Miller paints and follow all recommended data sheets and safety sheets. B. Exterior paint color: Miller paint #5900 / Miller color # M8721W C. Concrete walls: A. Primer: Miller ph Surfacer Int/Ext Alkali Resistant Primer 620011 (Formerly named "Kril Primer Sealer 6040) B. Wall Finish: Miller Acri Lite Exterior Velvet 5102XX C. Anti-graffiti Coating, Ground to Second Floor. 1. Finish: Rain Guard Pro Vandleguard Non-Sacrificial Graffiti Coating 10 feet up from the ground level. E) Painting exposed structural steel around elevator: A. Contractor will prep all metal around elevator structure prior to painting. B. Paint color for elevator TBD. A. Spot Prime: PPG Multiprime DTM Alkyd 4160 B. Finish: PPG Sil-Shield Silicone Alkyd Gloss 95-5012
