The project provides for the furnishing of all labor, material, equipment and work necessary for the construction of five (5) Tolling Facilities located near mileposts 5.40, 46.70, 53.90, 63.60 and 74.70. Each of the five sites include roadway milling and resurfacing, guide rail, concrete utility building, tolling gantry, asphalt parking area, electric and fiber optic systems, milled rumble strips, and pavement markings. Work items include, but are not limited to: 2,049 CY Excavation, Various Classes 1,192 TON Subbase 3,883 TON Superpave Asphalt Mixture, (Binder and Wearing Courses) 28,108 SY Milling of Asphalt Pavement 2,075 LF Guide Rail, Type 31-S 10,088 LF Temporary Concrete Barrier 264 CY Cement Concrete, Various Classes (Including Cast-In-Place and Precast) 74,350 LB Fabricated Structural Steel, Various Grades 52,270 LB Reinforcement Bars, Epoxy Coated 189 LF Drilled Shafts in Soil 33 LF Drilled Shafts in Rock Milepost 5.40 is located approximately 3.4 miles east of the Gateway Interchange, Exit 2, in Lawrence County, Pennsylvania. Milepost 46.70 is located approximately 1.3 miles west of the Allegheny Interchange, Exit 48, in Allegheny County, Pennsylvania. Milepost 53.90 is located approximately 3.1 miles west of the Pittsburgh Interchange, Exit 57, in Allegheny County, Pennsylvania. Milepost 63.60 is located approximately 3.4 miles west of the Irwin Interchange, Exit 67, in Westmoreland County, Pennsylvania. Milepost 74.70 is located approximately 0.3 miles west of the New Stanton Interchange, Exit 75, in Westmoreland County, Pennsylvania. An electronic bid bond, from an approved vendor, with corporate surety, in the amount of five (5%) percent of the bid must be submitted with the proposal as bid security. The bid security of the three (3) low bidders will be retained until the execution of the contract. (The normal time for execution of the contract is approximately four [4] weeks.) A Prequalification Certification and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project. The opening and listing of bids not meeting all the terms and conditions of the bid advertisement or bid procedures does not act as a waiver or modification of any requirements contained in the bid advertisement or bid procedure. The Provisions of the Pennsylvania Prevailing Wage Act of August 15, 1961, P.L. 987, as amended, together with the rates and regulations promulgated by the Secretary of Labor and Industry applicable thereto, shall apply to this contract.
