Notice is hereby given that the Hampton Roads Sanitation District (HRSD) (Owner) requests Statement of Qualifications (SOQ) from qualified Private Entities (Proposers) to provide professional engineering, construction, and support services necessary to design and construct multiple sanitary sewer rehabilitation and replacement projects within gravity sanitary sewer systems, utilizing a design/build delivery method governed by an Interim Agreement and Comprehensive Agreement. The goal of this Program is to reduce capacity-related sanitary sewer overflows (SSOs) within the pre-selected locality catchments through the cost-effective reduction of inflow and infiltration (I&I). The evaluation and selection of the Private Entity shall be based on the evaluation plan specified in the Request for Qualifications (RFQ) which provides for a proposal submission process consisting of an initial RFQ and a subsequent Request for Proposals (RFP). Owner shall evaluate each SOQ and select 2 or more proposers for further consideration. Owner shall select a Private Entity on the basis of all information developed during the selection process that best serves the interest of the Owner. Only Proposers shortlisted as a result of this RFQ will be allowed to submit a proposal under the RFP.
