The improvements proposed under this project consist primarily of rehabilitation of street pavement including frontage roads and installation of potable water mains with associated appurtenances. Anticipated construction contract work shall include: 1. Street Improvements: Reconstruction of failed localized pavement areas; coldplaning 2" of existing A.C. pavement; construction of AC base course; overlaying 2" of Asphalt Rubber Hot Mix (ARHM); adjustment of manholes and utility valve covers to grade; replacement of traffic striping, pavement markings; and installation of inductive loop detectors and/or video detection system; 2. Concrete Improvements: Reconstruction of displaced curb, gutter, sidewalk, driveway approaches, cross gutters, spandrels, etc.; construction of curb, gutter, cross gutters, spandrels, etc. where needed; and installation of new and/or modifications of existing curb ramps to current ADA standards; 3. Water Improvements: Upgrading existing fire hydrants, installation of new water mains, service laterals, water valves, and upgrading existing water main crossings from side streets and alleys. A. Utility Research The Surveyor is required to research and notify all utilities within the project area, including but not limited to water, sewer, storm drain, traffic signal facilities, electrical, telephone, gas, cable television, etc. Utility as-built plans will need to be obtained and cross-referenced with field locations so that all utilities are accurately shown on the topographic map. The Surveyor will be required to provide copies of all utility plans received from respective agencies to the City. The City will provide all available City-owned facility records at no cost to the Surveyor. B. Topographic Survey The survey limits for the anticipated improvements described above are shown on the attached map. The city's vertical and horizontal datum shall be used, and survey control for future construction shall be set. This is a roadway and utility improvement project that generally requires detailed design surveys as described below, for the length of roadway shown on said map. The surveyor will be expected to perform an adequate topographic survey for the preparation of a complete and accurate set of improvement plans and specifications to be designed by the City of Upland. The topographic survey will need to locate all of the areas of inadequate flow so that positive drainage can be re-established. The survey shall include, but not necessarily be limited to, the following: 1. Establishing horizontal and vertical control that will serve as the framework of the survey. 2. Locating right-of-way boundaries, as well as fence and wall lines. 3. Locating all visible features such as high points, low points, curbs and gutters, concrete cross gutters, driveways, sidewalks, mail boxes, trees, utility lines, utility boxes, power poles, guy wires, signing, striping, and all other existing topographical features within the public right-of-way. 4. Determining enough horizontal location and elevation points (usually called side shots) of concrete flow line to provide enough data for plotting profile, as well as determining limits of concrete repairs and concrete construction. 5. Locating the street center line and mark stations on curbs or curb line projections on both sides at 100-foot intervals. 6. Determining elevations along and across the center line for plotting profile and cross sections. The survey shall include full sections at 100-foot minimum intervals from 10' north of the north ROW line, to 10' south of the south ROW line. Intermediate points shall include, but not be limited to, street centerline; front and back of sidewalks; median top of curbs; AC surfaces below median curbs; at lane lines and crown lines; gutter lips and flowlines; top of curbs; medians islands; and at points where abrupt changes in grade occur. Where it is not possible to take shots beyond the ROW line due to obstructions, the last shot shall be taken at the back of the sidewalk. 7. Plotting the center line profile and cross sections using AutoCAD 2020. Existing elevations shall be shown on the drawings in parentheses. 8. Plot the survey data as stated below. C. Base Drawing 1. Plot the survey data obtained above, using AutoCAD program, creating a typical street improvement base drawing. 2. Draw the street's existing centerline and flowlines profiles as well as cross sections. 3. Affix existing elevations (in parentheses) in the plotted profiles and cross sections. 4. Submit a printed set of the drawing and an electronic copy of the CAD file to the City of Upland. The file must be compatible with the City's AutoCAD version 2020 software. Upon request, the City will provide all available street plans, maps and records, including bench marks, to the Surveyor at no cost. This shall in no way relieve the Surveyor from conducting his or her own research of available record drawings. Deliverables will include the complete design survey data and construction base drawing with all features labeled, spot elevations shown in plan view of TC, FL and BW, survey control shown, and street/cross streets shown, including dimensions, in both hard copy and digital AutoCAD format (most current version). Other data to be submitted, when requested, will include and ASCII point file.
