Renovation of a mixed-use development in Kaneohe, Hawaii. Completed plans call for the renovation of a educational facility; and library.

Remove existing R-22 AC equipment in the library and appurtenances. The removed equipment shall become the property of the Contractor and shall be disposed of offsite at an approved disposal site in accordance with all EPA laws and regulations. Disconnect and replace all wires that connect to fan motors. Disconnect and replace all the outside duct up the outside wall. All duct joints shall be sealed with silicone seal. Do not disturb other components. Project Location: Kaneohe Elementary School 45-495 Kamehameha Hwy, Kaneohe, HI 96744 Provide all labor, materials, equipment, controls and all incidental material and work necessary for the installation and proper operation, including connections to electrical power supply and interconnecting ductwork including controls (analog and direct digital), for all new A/C equipment. Replacement of the equipment shall be as in accordance with equipment schedule shown in "Attachment A". The contractor is made aware of all hazardous lead paint and asbestos indicated in the report attached in "Attachment B". All provisions for abatement shall be provided as part of this project in accordance with all EPA, OSHA, State and Federal regulations as applicable. The contractor shall conform to all HIOSH regulations as part of this contract as applicable. Verify the equipment information, including the model number, power supply requirement, etc. Provide replacement air conditioning equipment as specified in "Attachment A" or approved equal. The Contractor shall verify the dimensions of the new units and the locations of the supply and return openings relative to the existing locations in the building prior to submitting the equipment submittals to the DOE to ensure they match or provide the necessary modifications. The Contractor shall provide and connect all electrical wiring and switchgear as indicated in "Attachment A". The Contractor shall also provide test and balance report for all AC equipment from a certified TAB contractor. Make all arrangements with the school for the AC downtimes to minimize disruption to school classes and schedules. Minimize disruption to school traffic. Provide adequate safety barricades and signs around work site. Keep work area safe and neat. Clean up work area daily after work. New time clocks shall be Tork DWZ200B or approved equal as specified. All new evaporator coils shall be provided with new Ultraviolet- C (UV-C) Lights: The UV-C fixtures shall be 9,000 hours minimum with no more than a 20% loss of output after two years of continuous use. The fixtures and lamps shall be made for the packaged AC equipment use per manufacturer's recommendations. Fixtures shall meet the UL drip-proof design criteria. Fixtures shall be constructed of stainless steel to resist corrosion. The light shall prevent mold and mildew growth on the coil and condensate pan. There shall be a mechanical interlock switch that disconnects power to the lights when the access door is opened. There shall be also an externally mounted disconnect switch that disconnects power to the UV-C lights with a lock-out/tag-out to prevent unwanted operation of the UV-C lights, with a warning label installed reading "Danger - UV lights inside. Turn off prior to opening or servicing unit." to caution personnel before any access is opened. The light shall be Sterile-Aire or approved equal. Provide corrosion protection coating for all exterior installed equipment and aluminum condenser coils that has direct contact to untreated outdoor airstreams. The entire apparatus being coated shall be dismantled to the maximum degree without disturbing piping or wiring. Upon completion of the coating, the apparatus shall be reassembled with care so that the coating surface is not damaged. Surface preparation and application shall be in strict accordance with the coating manufacturer's instructions. Aluminum finned coil coating system shall be Blygold Polual or approved equal. The total dry film thickness of the top coat shall be 20 to 25 microns (0.020mm to 0.025mm). The coating shall provide inherent protection against ultraviolet radiation and be temperature resistant up to 365 degree F (185 degree C). The coating manufacturers shall be able to document the successful completion of accelerated product testing of a minimum 3000 hours in both salt spray test (ASTM B117) and acetic acid salt spray tests (ASTM G85 Annex A1); and shall be able to provide a 3 year conditional warranty for the coating in Hawaii. Coating system for other surfaces: Ameron PSX 700 Engineered Siloxane shall be properly modified and applied by the approved applicator until a total of 6-8 mils DFT is achieved. Approved applicator company is International Air Conditioning Coatings, Inc. or approved equal. New Thermostats shall be Carrier 33CSZ2PPP2S to match Carrier units. Trane units shall use Trane BAYSTAT151 thermostats to match the Trane unit. Marvair units shall use matching Honeywell electronic thermostat. All new duct insulation shall follow the latest Sheet Metal and Air Conditioning Contractors' National Association (SMACNA) standards for weather proof exterior wrap as noted. Install the new AC equipment and appurtenances at the point of connections shown in "Attachment A" or as agreed upon with the DOE Project Coordinator. Provide all required electrical connections. Motors must be installed securely and adequately. Spray the AC equipment circuit boards with a coat of Circuit Shield to minimize the harmful effects of corrosion and mitigate the problems caused by pest. Start up and check operation as follows: (a) All HVAC units shall be started up in accordance with all manufacturer's recommendations. (b) When the equipment is operating, there shall be no excessive noise and vibration. (c) All units shall be TAB'd by a certified Associated Air Balance Council (AABC) or National Environmental Balancing Bureau (NEBB) professional. The contractor shall submit a formal TAB report that shall be approved by the DOE Project Coordinator. (d) All units shall be commissioned in accordance by the AABC or NEBB commissioning authority which is provided and paid by the DOE. Questions deadline: 3/15/24 - (All questions must be emailed to the DOE Project Coordinator no later than COB).
