Site work, paving and renovation of a mixed-use development in Kaneohe, Hawaii. Completed plans call for the renovation of a educational facility; for site work for a road / highway; for paving for a road / highway; and water / sewer project.
DESCRIPTION OF BID PROPOSAL ITEMS A. Basic Bid: The project shall in general consist of but is not limited to Selective demolition, site demolition, site preparation, earthwork, trenching, soil treatment for vegetation control, soil treatment for termite control, site water distribution, asphaltic concrete pavement, cement concrete pavement, chain link fence and gates, restoring pavements and other improvements, cast-in-place concrete, polished concrete floor system, unit masonry assemblies, rough carpentry, sheathing, shop fabricated wood trusses, finish carpentry, preservative treated lumber, building insulation, fiberglass shingle roofing, flashing and sheet metal, sealants, steel frames, wood doors, fiberglass reinforced polyester (FRP) doors, aluminum windows, finish hardware, electronic access control, high security keying systems, glazing, gypsum wallboard, acoustical ceiling, resilient base, decorative fiberglass reinforced panels, painting, signage, fire extinguishers, wood laboratory casework and work surfaces, lead paint control measures, PCB containing components, mercury containing components, lead testing and monitoring, fire alarm system, common motor requirements for HVAC and plumbing equipment, hangers and supports for plumbing and HVAC pipe and equipment, vibration and seismic controls for HVAC, identification for HVAC and plumbing piping and equipment, duct insulation, HVAC pipe insulation, ball valves for plumbing piping, domestic water piping, domestic water piping specialties, sanitary waste and vent piping, sanitary waste piping specialties, hydronic piping, refrigerant piping, air cooled condensing units, variable refrigerant flow indoor unit, 100% Outdoor Units, variable refrigerant systems, metal ducts, duct accessories, air devices, HVAC instrumentation and controls, testing, adjusting and balancing for HVAC, general electrical requirements, electrical work, underground electrical work, interior lighting, exterior lighting, building telecommunication system, as called for on the Plans and Technical Specifications. The contract time for this project shall be 328 consecutive calendar days from the effective date designated in the Notice to Proceed. From the effective date noted in the Notice to Proceed (NTP) letter, the Contractor shall proceed with his preparatory work such as: preparing and forwarding submittals, obtaining approvals, obtaining permits, and other work as approved by the University. No work shall be allowed at the job site and no ordering of materials shall be allowed until receipt of the Notice to Proceed letter, or upon earlier written notice from the University. The Contractor shall be responsible for any airfreight cost or overtime-cost differentials necessary to complete the project within the project contract time. The on-site start date shall be no sooner than July 8, 2024. The Contractor is not allowed to mobilize or perform any on-shite work prior to this date, unless otherwise instructed by the University. The purpose of this restriction is in anticipation of the building permit being approved for issuance around this date. From the effective Notice to Proceed date through this date, the contractor shall proceed with his off-site preparatory work as indicated above, including ordering materials, those in which submittals were reviewed and stamped with no exceptions taken. The on-site completion for this project shall be no later than April 4, 2025). The balance of the overall contract time shall be used for off-site work, such as close-out procedures. The work to be done shall include performing all operations and furnishing all equipment, fixtures, appliances, tools, materials, and labor necessary to execute, complete, and deliver all of the work and related items required for the project as called for on the drawings and as hereinafter specified. Question Deadline 03/15/2024 at 4:00 PM HT. All clarification requests shall be submitted via electronically, and all responses shall be issued in an addendum. Requests for substitutions regarding the IFB and its requirements, must be submitted to the Technical Representative of the Procurement Officer (TRPO), Ray Teramae via E-mail at teramae@hawaii.edu. LIQUIDATED DAMAGES If the Contractor fails to complete the work or any portion of the work within the time or times fixed in the contract or any extension thereof, the Contractor shall pay to the University $ 500.00 per each calendar day of delay. The liquidated damages constitute a reasonable estimate of the actual damages to be incurred by the University and are not meant to be a penalty In accordance with Section 103D-323, Hawaii Revised Statutes, this proposal is accompanied with a bid security in the amount of 5% of the total amount proposed. The Bidder shall use the attached Surety Bid Bond form. If the Bidder elects to use other acceptable forms of security listed in Section 2.8 of the General Provisions, the Bidder shall deposit the bid security with the Facilities Business Office prior to the bid due date. If the total amount of the construction contract is greater than $50,000, performance and payment bonds shall be required and shall be submitted in accordance with GENERAL PROVISION 3.7, REQUIREMENT OF PERFORMANCE AND PAYMENT BONDS.
