Parking Lot Repair / Small-Scale Bituminous Paving The purpose of this Request for Proposals (RFP) is to solicit for additional Contractors to add to the already established State of Minnesota Contract to furnish all labor, tools, materials, and equipment to legally and correctly replace and/or repair parking lot paving and small-scale bituminous paving. This new solicitation includes, but is not limited to, driveways, park roads, paved trails, access roads, and boat ramps, and paving related work. The Contract(s) awarded through this solicitation will be available to all State Agencies and Cooperative Purchasing Ventures (CPV) members, on an as needed basis, for their individual paving projects NOT TO EXCEED $250,000 in value. All existing Contracts will remain in place and will maintain their current scope of work and county coverage. Existing Contractors may respond to the RFP, to propose on additional counties. The new contract term will begin on April 15, 2024, or upon the date of contract execution, to July 31, 2025. The new Contract will co-term with the existing State of Minnesota Contracts for Parking Lot Repair and Small-Scale Bituminous Paving. Estimated Amount.
The estimated total dollar value of the contract for one year is $1,000,000.00 to $2,000,000.00. However, this shall not be construed as either the minimum or maximum amount. It shall also be understood and accepted by the responder that any quantities shown in this solicitation are estimated quantities only and impose no obligation upon the State either minimum or maximum. Any award that may result from this solicitation will be based upon the total accumulated points as established in the solicitation. The State reserves the right to award this solicitation to a single Responder, or to multiple Responders, whichever is in the best interest of the State, providing each Responder is in compliance with all terms and conditions of the solicitation. The State reserves the right to accept all or part of an offer, to reject all offers, to cancel the solicitation, or to re-issue the solicitation, whichever is in the best interest of the State. Targeted Group, Economically Disadvantaged Business, Veteran-Owned and Individual Preference Unless a greater preference is applicable and allowed by law, in accordance with Minn. Stat. 16C.16, businesses that are eligible and certified by the State as targeted group (TG) businesses, economically disadvantaged (ED) businesses, and veteran-owned businesses will receive points equal to 12% percent of the total points available as preference. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
