The capacity and capability of the firm to perform the work in question, including specialized services, within the time limitations fixed for the completion of the project; 3. BACKGROUND The City of Siloam Springs (population 17,757) is located in Southwestern Benton County, Arkansas. Benton County is the fastest growing county in the state, and like other cities in the region, Siloam Springs is working to quickly scale its public services to meet the needs of its citizens. The City wishes to construct a WTE Gasification facility capable of processing 1,000 tons per day of MSW, generating electricity for the City, and producing the highest quality biproducts. The City of Siloam Springs owns and operates its own Electric Company, serving over 9,000 customers. The proposed project location is a 12 acre site that currently houses the City's Solid Waste Transfer Station. (Figure 1).
