2024 ROAD IMPROVEMENT PROGRAM The scope of work includes Contract A: 2024 PAVING, which includes the milling and paving of Lincoln Avenue, Center Avenue, Rich Hill Road, Anchor Drive, Center Street, Pine Avenue, Nixon Road, Township Building parking lot and Public Works building parking lot. Contract B: 2024 Double Asphalt Seal Coat and Asphalt Fog Seal, which includes Locust Street, Plum Lane, Florian Drive, Clyde Avenue, Ridge Road, Hill Top Lane, Hite Road Ext, Baker Alley, Frederick Street and Johnson Alley, and all necessary appurtenances and restoration for said construction. All work shall be constructed according to drawings and specifications which are on file at the office of the Owner and Senate Engineers and Surveyors, a Division of LSSE, office located at U- PARC, 420 William Pitt Way, Pittsburgh, Pennsylvania 15238. Proposals must be upon the forms furnished by the Township. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to Harmar Township to guarantee the bidder's entrance into the contract if given the award. The Township reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. The Township shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Township may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Township has received all required approvals from other governmental agencies. Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
