The VA Department of Agriculture and Consumer Services (VDACS), an agency of the Commonwealth of Virginia, desires to establish a contract with one vendor to furnish all labor, equipment, material, and supervision to Mill and Resurface approximately two thousand five hundred seventy square yards (2,570 SY) with 9.5a surface mix asphalt. The Work includes all labor, supervision, material, and equipment to provide 2" Mill and Resurface 2,570 SY o All materials and methods shall conform to the latest industry Virginia standards and specifications. o All areas must be barricaded during Work. o Mill to 2" depth for approximately 2,570 SY. o Haul debris off site, clean surface, tack edges and areas to receive asphalt. o Furnish and install 2 inches (compacted) of 9.5a surface mix asphalt. o Machine roll to smooth finish. o Re-strip back to existing layout using two coats of high traffic latex paint. o Install 3 speed bumps. The Contractor shall ensure that all personnel and equipment comply with OSHA, VOSH and all other applicable codes, regulations and standards as they apply to the services performed and not create any hazardous conditions with the equipment used. Otherwise, award of the contract shall be made to the lowest responsive and responsible bidder that is a DSBSD-certified small business if such a bid is received, provided that the bid is not more than $100,000 and the agency in its sole discretion determines that the bid price is fair and reasonable Any bid in response to this solicitation shall be valid for sixty (60) days. At the end of the days the bid may be withdrawn at the written request of the bidder. If the bid is not withdrawn at that time it remains in effect until an award is made or the solicitation is canceled. The purchasing agency reserves the right to cancel and terminate any resulting contract, in part or in whole, without penalty, upon 60 days written notice to the contractor. In the event the initial contract period is for more than 12 months, the resulting contract may be terminated by either party, without penalty, after the initial 12 months of the contract period upon 60 days written notice to the other party. Any contract cancellation notice shall not relieve the contractor of the obligation to deliver and/or perform on all outstanding orders issued prior to the effective date of cancellation.
