The City of McMinnville, a municipal corporation of the State of Oregon, acting by and through its Water & Light Commission ("Owner" or "McMinnville Water & Light" or "MW&L") is seeking Request for Proposals (RFP) for three power transformers. No pre-proposal conference for this project. All questions, interpretations and/or clarifications must be submitted in writing no later than 5:00 P.M. Local Time, April 18, 2024. Questions shall be submitted via email to cch@mc-power.com . Responses will be made in writing no later than April 23, 2024 No interpretation made to any respondent as to the meaning of the RFP shall be binding on MW&L unless in written form and distributed as an addendum by MW&L. A Performance Bond is attached as part of the contract documents. A Performance Bond will be required by the successful Proposer if progress payments are required by the Proposer and will be required to submit this bond within ten days of the contract date, or at a time otherwise negotiated in the contract. The bond amount shall be 100% full value of the Entire Contract (including delivery and manufacture of the transformer). The performance bond must be executed solely by a surety company or companies holding a certificate of authority to transact surety business in the State of Oregon. MW&L reserves the right to accept or reject any or all proposals received as a result of this RFP, to waive informalities, to postpone award, or to cancel in part or in its entirety this RFP if it is in the best interest of MW&L to do so. Event Bid notes: Sealed proposals, containing four hard copies and one copy on an USB flash drive shall be received by MW&L prior to proposal closing. Any proposal received after closing will be returned to the proposer unopened. MW&L is not responsible for any delays due to transit. It shall be noted that for some carriers, an AM delivery may not be delivered as expected due to McMinnville's location.
