Immediately following this time, Bids will be publicly opened and read in a location designated inside the adjacent Community Center. The project scope includes, but is not limited to, the following: nightly cleaning at our Administration Building, Community Center, Park Place Family Recreation Center in Partnership with RUSH Physical Therapy, and Parks Maintenance buildings, as well as seasonal nightly cleaning at our outdoor restrooms at Commissioners' Park, Hoosier Grove Park, and Sunny Hill Park (the" Work"). See the drawings and project specifications for the full scope of Work. The Park District reserves the right to waive all technicalities, to accept or reject any or all bids, to accept only portions of a bid and reject the remainder without disclosing a reason. Failure to make such a disclosure will not result in accrual of any right, claim or cause of action by any bidder against the Park District. The Park District may award the Contract to the lowest responsible and responsive Bidder, as determined by the Park District, in its sole discretion. The lowest bid will be determined by reference to the bid documents submitted to the Park District, as determined by the Park District to be in its best interests. In considering the Bidder's responsibility, the Park District may evaluate, among other factors, the ability of the Bidder to provide experienced labor sufficient in numbers to timely and properly complete the work, the financial capability of the Bidder, the performance of the Bidder on other projects, and whether the Bidder is debarred by the Illinois Department of Labor from performing public works projects in Illinois.
