WASTEWATER POND STRUCTURES ........................... 4 EACH RIPRAP......................... 3,485 C.Y. Question Deadline 03/29/2024 All questions regarding the bidding documents shall be directed to the Project Engineer: Kris Carlson at 218-846-7728 or by e-mail at kris.carlson@ulteig.com. All questions must be received in writing or by email on or before 5 days prior to the bid opening. Responses to technical questions will be issued by addendum within 2 days prior to the bid opening. A. This project consists of the following: Replacement of sanitary sewer and water mains and services. Replacement of one lift station. Rehabilitation of the existing wastewater lagoons. 1.4 PERMITS A. The Owner has paid and applied for the following permits: 1) Minnesota Pollution Control Agency Sanitary Sewer Extension Permit 2) County Highway Utility Crossing B. The contractor is responsible for complying with all requirements of the above permits. Permits not included in the contract documents are available for review at the Engineer's office. C. The contractor is responsible for obtaining, paying for, and maintaining the MPCA NPDES/SDS Construction Stormwater Permit. D. The contractor is responsible for biosolid testing of primary cell #1 and preparation of a disposal plan. Disposal Plan must be submitted to and approved by Ms. Sherry Bock at MPCA. Biosolid disposal plan shall consist of the following: 1) Dewater Primary cell #1 by transferring liquids into primary cell #2 or secondary pond using transfer structures. 2) Contractor shall be required to collect samples of biosolids from Primary Cell #1. Biosolids sampling must be conducted to establish the general quality of the material. A minimum of one sample per six acres of pond area shall be taken. For ponds less than six acres, at least two composite samples shall be taken. a. Each composite sample must be composed of a minimum of ten subsamples. b. The sub-samples must be taken from the biosolids layer only. c. Composite samples must be analyzed for total solids, volatile solids, Kjeldahl nitrogen, ammonia nitrogen, arsenic, cadmium, copper, lead, mercury, molybdenum, nickel, selenium, zinc, and PCB's. Water content percentage shall also be determined. 3) Final disposal plan must be submitted to Ms. Sherry Bock of the Minnesota Pollution Control Plan for approval prior to removal of biosolid material. 4) Biosolid material is estimated at 3,000 cubic yards (wet). 5) It is anticipated that biosolid material will be deemed suitable for land applications. Land application will be completed on the City's irrigation site located west of the Primary Cells
