Renovation of a residential development in Rock Island, Illinois. Completed plans call for the renovation of a residential development.
The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 1302 14 1/2 Street. This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. Install a Solid oak handrail in the stairwell going to the second floor. Railing must have mitered returns. Any continuous railing over 6' must have 3 wall brackets. Anything over 12' must have 4 wall brackets. Find wall studs to attached brackets firmly to the wall. Stain handrailing close as possible to the existing color match, finish with 2 clear coats. The railing system must be code compliant. Remove rear entry door and install new pre-hung steel or fiberglass exterior door with a double bore and adjustable threshold. Install new self storing screen storm door. Install trim and insulate between new jamb and framing. Remove one window in the kitchen on the north wall. Replace with new vinyl double hung window. White for the window color, full screen, and lock outs/child fall out prevention. Window must meet the energy requirements. Final item is to remove the rear porch floor and stairs, leaving the roof intact. Support the roof before removing the floor. Dig new post piers to code 12"x 42". Inspection on the footings before pouring is required. Frame new porch floor with treated lumber. Call inspection before covering the framing. Install 3/4 treated plywood over the floor joist. Secure with subfloor glue and 2 1/2 " screws. Install side panel on the side of landing and new steps keeping animals from entering under. Install new stairs attaching to the new deck. 3 stringers must be used. Solid treads and riser installed. Install handrail down the side of landing and both sides of the stairs. Install a new 6x6 to hold the porch roof up. Tied downs are required securing post to floor and to the roof beam. Building permit required before work begins. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. All questions shall be directed to the Construction Officer at 309-732-2906. The contractor shall have 30 days to complete the work from the date of contract signing.
