Provide turnkey maintenance, inspection, and repair services to Simplex Grinnell 4100U and 4100+ fire panels, sprinkler system, fire extinguishers, and other fire prevention equipment as needed by the Santa Monica Department of Transportation (SMDOT). All materials associated with this bid shall be provided by bidder and shall be new, unused, and shall conform to Original Equipment Manufacturer standards. Questions must be submitted online in the "Q&A" tab. The City will only accept or respond to questions submitted through the online vendor portal. Questions regarding this bid are due Monday, March 18, 2024 no later than 3:00 pm Pacific Time. Scope of Work Annual Fire Alarm Testing Bidder to provide trained technicians to perform testing and any associated diagnostic tests for all accessible peripheral devices listed and currently connected and listed as part of the associated facility Fire Alarm Control Panel system including: (2) fire panels - 4100U and 4100+ (82) pull stations (100) Smoke detectors (17) Duct smoke detectors (59) AV Horn/strobes (19) Heat Detectors Transponder Notification Appliance Circuit (NAC) Annunciators Water Flow Detectors (11) Tamper Switches AHU input, relays, and other equipment Test will be scheduled in advance with the Transit Facilities Maintenance Supervisor or designee. Annual testing to include: Inspection of control panels, warning lights, sound alarms and sensors per California Fire Marshal Code. Visual inspection of all alarm equipment for obstruction or physical damage Removal of dirt and dust from interior and exterior of panels and pull boxes as needed Conduct operational test of initiating and signal transmitting devices in populated buildings by building zone/area; for those circuits which do not operate properly check detectors; control units, and annunciators for dust or defective components; make minor adjustments as required Check battery voltages where installed; replace as required Conduct operational test of spot type heat detectors and smoke detectors Annual testing to include labor for annual inspection and repair of natural failures. It includes; component replacement on the central processing unit due to natural failure, replacement of circuit boards, and all components in the control panels, annunciator panels, transponders, peripheral devices; smoke/heat detectors, pull stations, audible/visible devices, and input/output modules. Documentation of Annual Testing shall include: Location of each device tested including system address or zone location Test results and applicable voltages including battery testing Any deficiencies found are to be noted and reported on official fire alarm reports Inspection documentation is to be provided to the Transit Facilities Maintenance Supervisor or designee. Quarterly Sprinkler and Standpipe Inspections Bidder to provide trained technicians to perform inspections and any required tests for all accessible sprinkler and standpipe devices listed and currently connected to the fire protection system. Quarterly wet pipe sprinkler test and inspection to include: Inspecting gauges, systems valves, components, and signs Operating control valves Testing tamper and flow switches and local alarms and signals Opening main drain to record static and residual pressures Inspecting the fire department connection Performing a building walkthrough to visually inspect sprinklers, piping, signs, fittings, and hangers from floor level. Repairs and other services Bidder to provide parts and labor to make repairs to the Fire Alarm and Prevention systems as required by SMDOT. Bidder to provide testing of fire extinguishers as required. There are (53) fire extinguishers at the SMDOT facilities.
