Site work and paving for a mixed-use development in Collins, New York. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
Clarification: The Engineer’s Estimate for the project is $525,000. The Work shall be performed under a single contract and shall include but not be limited to the following: Reconstruction of existing parking lots and driveways, and installation of stormwater drainage improvements at the Collins Public Library (2341 Main St), Town of Collins Town Hall (14093 Mill Street), L.K. Painter Community Center (2355 Main Street), Collins, NY 14034. Area estimates for each parking lot are as follows: Library parking lot: 4250 SY, Town Hall parking lot: 900 SY, Painter Center parking lot: 1500 SY. The Painter Center parking lot and associated drainage improvements are an alternate bid. There is an alternate bid item for installation of underdrain beneath the Library parking lot. The project also includes an alternative bid for an 8ft wide 1300 LF gravel walking trail at Collins Center Town Park (14322 School Street Collins Center). Each Bid shall be accompanied by a certified check or Bid Bond in the amount of five percent (5%) of the amount of the Bid made payable to the "Town of Collins". All Bid Bonds shall be on a form acceptable to the Owner, duly executed by the Bidder as Principal and having as surety thereon, a surety company approved by the Owner. No Bidder may withdraw their Bid within sixty (60) days of the Bid Opening. This project has general tasks as follows per location: A. Collins Public Library Parking Lot (approx. 4250 SY): a. Remove the existing pavement for the access driveways and parking lot to subbase. b. Remove and replace sub-base where necessary as determined during construction. c. Proof-roll sub-base. d. Remove northern portion of parking lot for drainage swale. e. Reconstruct library entrance at Main Street (NYS Rte 39) at shallower slope. f. Regrade where necessary and install drainage swale. g. Remove and replace sidewalk ramps and curbing, install detectable warning surfaces. h. Repave the access driveways and parking lot with positive drainage and no ponding. Tack coat shall be applied to all surfaces that will be in contact with any form of Hot-Mix-Asphalt (HMA), including in-between layers of asphalt. i. In all areas of work, the Contractor shall be responsible for ensuring that the pavement is sloped so that stormwater drains off the parking lot appropriately. j. Restoration of all disturbed areas (lawn, pavement, etc.). k. Alternate Bid item for installing underdrain connecting to existing stormwater line under the parking lot. B. Collins Town Hall Parking Lot (approx. 900 SY): a. Remove the existing pavement for the access driveways and parking lot to subbase. b. Excavate to proposed subgrade, proof-roll subgrade, undercut as necessary, and place new sub-base layer. c. Remove entrance along Maple Avenue. d. Regrade where necessary and install drainage swale. e. Remove existing catchbasins and storm piping. Furnish and install proposed catchbasins and storm piping, where indicated on the Contract Drawings. f. Repave the parking lot with positive drainage and no ponding. Tack coat shall be applied to all surfaces that will be in contact with any form of Hot-Mix-Asphalt (HMA), including in-between layers of asphalt. g. In all areas of work, the Contractor shall be responsible for ensuring that the pavement is sloped so that stormwater drains off the parking lot appropriately. h. Restoration of all disturbed areas (lawn, pavement, etc.). C. L.K. Painter Community Center Parking Lot (approx. 1500 SY): a. Remove the existing pavement for the access driveways and parking lot to subbase. b. Excavate to proposed subgrade, proof-roll subgrade, undercut as necessary, and place new sub-base layer. c. Regrade sub-base where necessary, particularly the northwest corner of the parking lot. d. Remove existing catchbasins and storm piping. Furnish and install proposed catchbasins and storm piping, where indicated on the Contract Drawings. e. Repave the parking lot with positive drainage and no ponding. Tack coat shall be applied to all surfaces that will be in contact with any form of Hot-Mix-Asphalt (HMA), including in-between layers of asphalt. f. In all areas of work, the Contractor shall be responsible for ensuring that the pavement is sloped so that stormwater drains off the parking lot appropriately. g. Restoration of all disturbed areas (lawn, pavement, etc.). D. Collins Center Town Park Walking Trail (8ft wide, 1300 LF): a. Perform rough and final grading of walking trail path. b. Furnish and install gravel walking trail, including geotextile, select backfill, and stone dust walking surface. c. Furnish and install benches. d. Furnish and install tree plantings. e. Restoration of all disturbed areas (lawn, pavement, etc.) Question Deadline 03/26/2024 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven (7) days prior to the date for opening of Bids may not be answered.
