Prospective Bidders are urged to register with the designated website as a Bidding Documents holder, even if Bidding Documents are obtained from a third-party plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with Addenda, lists of registered Bidding Documents holders, reports on the Site, and other information relevant to submitting a Bid for the Project. All official notifications, Addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including Addenda, if any, obtained from sources other than the designated website. The Project includes the following Work: Construction of a new development north of the Town of Pine Bluffs, Wyoming. Generally, this includes a new water distribution system, new sanitary sewer collection and force main distribution system from a new wastewater lift station, construction of several new gravel surfaced roadways, site grading for road construction and surface drainage (culvert installation), and the expansion of the electrical distribution system. It includes approximately but is not limited to: 95,000 CY of unclassified excavation, 8400 LF of 8 watermain, valves, tees, and hydrants, 5700 LF of 6 sanitary sewer force main, 1 wastewater lift station, 6200 LF of 8 gravity sewer, 26 sewer manholes, and 16,500 tons of crushed base gravel, 800 LF of 24 RCP culvert installation, and several other appurtenant bid items. The right is reserved by the Owner and Engineer to reject any and all bids or to waive informalities therein. No Bidder may withdraw his bid for a period of 60 calendar days from and after the date named herein for the opening of bids. The Town of Pine Bluffs will employ an in-state preference to the Contract. Pursuant to W.S. 16-6-106, preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitors outside of the state . The contract shall be let to the responsible Wyoming resident making the lowest Bid if, after adding 5% to the lowest responsible nonresident s Bid, the Wyoming residents Bid is less. Wyoming Bidders shall attach a copy of their Certificate of Residency.The project is being funded, in part, by the State Revolving Fund Program and the Build America, Buy America (BABA) requirements (Act Pub.L.No.117-58, 70901-52). The Contractor shall be subject to State Revolving Fund (SRF) Special Considerations as specified in the Contract Documents including, but not limited to, Williams-Steiger Occupational Safety and Health Act of 1970, Davis Bacon Wages, and Compliance Verification by Owner and Other Information. Contractor shall, in good faith effort, solicit Disadvantaged Business Enterprise (DBE) to compete for and perform contracts and subcontracts on the project. Qualified DBEs are encouraged to submit bids on the project. Bidders that use a subcontractor(s) or supplier(s) are required to make a good faith effort at soliciting DBE subcontractors/supplier participation. Bidders shall submit the required DBE Good Faith Effort Documentation form and other related forms with their bids.
