The Town of Pine Bluffs is requesting a qualifications-based proposal and select costs to provide professional services for a SCADA Replacement Project. The project will incorporate removal and replacement of RTU s, programming and calibration. The qualified professional will inspect, test and as necessary replace system components to include door alarms, well probes, moisture sensors and pressure controls. The qualified professional will update system graphics to current standards, provide SCADA handbook, alarm notification codes and provide operator training. A Request for Proposal (RFP) is available upon request from Town Hall. The qualifications-based proposal shall be no more than ten (10) pages and shall include: a list of technical/ professional personnel who will be involved in the project, their individual qualifications and their location; their familiarity with this project; the firm s past performance with other Towns and Clients; location of the Firm; ability to meet time schedule; ability to provide internal testing of the system; time frame for installation and ability to provide long term service. The submittal shall include a cost element for an example portion of the system and unit costs for personnel. The Town reserves the right to reject any and all proposals, in part or in whole, and to award the Work to the most responsive and responsible professional(s) as deemed in the best interest of the Town. Further, the Town reserves the right to request additional information, clarification and in-person interviews at their discretion. The Town reserves the right to waive any formalities or informalities contained in this Request for Proposal. There will be no Pre-Proposal Meeting nor Bid Tour. All parties are welcome to visit the Town of Pine Bluffs upon making an appointment to do so. Questions related to this solicitation shall be presented in writing by March 22, 2022, 5PM.
