Site work and paving for a road / highway in Western Springs, Illinois. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.

The Project was placed on the Village of Western Springs website on March 15, 2024 and remains available for public viewing through the submittal date of April 8, 2024. Scope of Work - Phase III engineering shall consist of the necessary construction engineering and inspection services, including attendance of pre-construction and progress meetings, providing full time or part time resident inspection services, assisting with project close out, and preparation of record drawings. The engineer will be responsible for providing material testing services and reports. Assistance, documentation, and compliance IDOT and other regulatory authority may also be required. Quality Assurance (QA) material testing and oversight of the Contractor's Quality Control must be performed by the respondent firm or one of its subconsultants. The firm must also provide all necessary vehicles and equipment to perform the required services. CCDD documentation is anticipated to be completed during Phase II engineering and is expected to be provided in the project specifications. A field office will not be provided for in the contract. The Consultant is expected to provide a mobile office. A desk may be available in the Municipal Services department at Village Hall. In the past the Village has allowed a consultant Resident Engineer to use this space but at this time we cannot guarantee it will be available for use. The Village of Western Springs, Illinois ("Requestor") is issuing a Request for Qualifications ("RFQ") from qualified engineering firms to provide Phase III Construction Engineering services related to the Burlington Avenue LAFO Resurfacing ("Project"). The RFQ will follow a qualifications based selection (QBS) process. In order to have your firm's Qualifications considered, they must be submitted in a sealed envelope containing: o Two original copies of the Statement of Qualifications ("SOQ") o One electronic PDF file containing the SOQ as a single file Qualifications may be submitted by mail, delivery service, or in person. Faxed or emailed Qualifications will not be accepted. In-person deliveries will only be accepted at Village Hall during the Village's current hours of operation. Qualifications received after the closing time and date will not be considered. The Village of Western Springs is receiving federal Surface Transportation Program (STP-L) funds, which will be used in funding the roadway construction and engineering services for this Project. Written policies and procedures for QBS as describe herein meet the requirements of 23 CFR 172 and the Brooks Act. 1. Initial Administration - The Village of Western Springs has a Village Engineer/Director of Engineering Services who along with a Staff Engineer currently make up the Engineering Services Department. They are responsible for the QBS procurement, management, and administration for consultant engineering services. 2. Written Policies and Procedures - The Village of Western Springs believes this project's QBS follows the policies and procedures as outline in Section 5-5 of the BLRS Manual, and specifically Section 5-5.06(e); therefore, approval from IDOT is not required for this QBS. 3. Project Description - The Village of Western Springs will use the following five items when developing the project description and may include additional items when unique circumstances exist. Describe in general terms the need, purpose and object of the project; Identify the various project components; Establish the desired timetable for the effort; Identify and expected problems; Determine the total estimated project budget a. Need, purpose, and objective of the Project: Rehabilitate deteriorated pavement: The project involves the resurfacing of Burlington Avenue between Central Avenue and Wolf Road. b. Summary of project components: -Pavement milling and resurfacing -ADA Curb ramp replacements -Spot curb and gutter repair -Full depth HMA pavement patching c. Project Timetable: The project is currently planned for the September 2024 IDOT letting. We anticipate construction will not begin until Spring/Summer of 2025. The project is expected to be 30 working days in duration. The consultant will be expected to provide a complete job box and assist with any project closeout issues or warranty claims that may occur during the warranty period. d. Expected Problems: -Project is located in the Village's business district. The Village desires to minimize impacts to businesses (access, parking, etc.) and ensure the roadway remains safe for the public. -The project involves work within railroad right of way. Railroad permits and coordination will be critical.
