trenchless repair/slip lining of the Stormwater Line on Ann Street in downtown Stroudsburg, between 5th and 8th Streets. The Borough hereby reserves the right, which is understood and agreed by all bidders, to refuse and reject any and all bids submitted, and to accept the lowest responsive and responsible bid which is deemed most favorable to the Borough, at the time and under the circumstances stipulated. The Borough also reserves its right to waive any informality in a bid, and to waive any omissions, errors, mistakes, defects or irregularities in any bid, at its sole discretion. Any questions on, or interpretations of, the specifications shall be directed to the Borough Manager no later than Monday, March 25th, 2024. All work associated with this bid must be completed no later than October 31st, 2024
