The Project is expected to be awarded on April 9, 2024 .** Questions Due Date: Mar 14th 2024, 4:00 PM EDT The County of Sullivan is upgrading its current communication system infrastructure. As part of the project, the County of Sullivan, Pennsylvania (County) is seeking one or more bids to provide construction services to construct one new tower site compound to include tower foundation and erection, shelter foundation construction and shelter installation, R56 or equivalent grounding and other associated work. The tower steel has already been purchased by the county. The system will use state-of-the-art technology. The contract will be a firm fixed price contract. This project is being supported in part, by federal funds awarded to Sullivan County by the U.S. Department of the Treasury. Bids may be held by the County for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The COUNTY reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts. Pennsylvania Prevailing Wage applies to this Project. The County of Sullivan shall not reimburse any costs incurred by Bidders in anticipation of being awarded the contract under this IFB. A certified check or bank draft payable to the order of COUNTY, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. Bids Considered Firm All bids in response to the IFB will be considered firm and cannot be withdrawn until 90 days after the scheduled bid due date or until the award of a contract to a bidder, whichever comes first. Withdrawal of Bids Bids may be withdrawn by written notice received by the County of Sullivan, prior to the bid due time and date. Incurring Costs The County of Sullivan shall not be liable for any costs incurred by the Bidders in preparing, submitting or presenting bids to the County of Sullivan, or in satisfying any other requirements.
