Environmental remediation for a municipal facility in Philadelphia, Pennsylvania. Completed plans call for environmental remediation for a municipal facility.

The Contractor shall excavate test pits and expose the subsurface utilities/structures such as pipes, tanks, and holder bottoms noted in Table 1 - Investigation Location Summary Table and shown in Figure 6 - Test Pit Location Plan. Each test pit shall be a minimum of 10 ft long, 3 ft wide and up to 6 ft deep to expose piping and underground storage tanks to allow for inspections. For Holder bottoms, test pits may extend to 8 ft deep or more to reveal and verify the base. Following the completion of each test pit and the inspection of the subsurface structure, the contractor shall backfill the excavated area with either the excavated material or clean fill at the discretion of PGW's Environmental Consultant (Environmental Consultant). Following completion of backfilling the excavation, the Contractor shall restore the surface in kind to its previous condition. The Contractor shall inspect the subsurface structures for the presence of MGP related contents such as tar, oil, etc. Inspections should be performed by cutting open structures such as pipes or tanks and inserting a video camera, as needed. The video should be reviewed concurrent with the inspection by both, the Contractor and the Environmental Consultant to identify any potential concerns. Contractor shall inspect the entirety of the subsurface structure, including all sides, top and bottom of underground tanks, and all sides of underground pipes. For linear structures (pipes), test pits shall be excavated every 100 linear feet to expose and investigate the MGP related contents. Contractor is to use tracer wire or similar means to identify/confirm alignment and extent of linear structures for additional investigation. Investigate and Remove Subsurface Structures and Associated Contaminants Associated With Former Manufactured Gas Plant (Mgp) Operations. Question Deadline 04/02/2024 at 5:00 PM ET Questions concerning this Request for Proposals shall be directed in writing to PGW via pgw.procureware.com. Proposers may not contact PGW personnel regarding this RFP other than through pgw.procureware.com. The Proposer will be authorized to do business in the Commonwealth of Pennsylvania and comply with all pertinent state and federal requirements, codes and regulations. If Proposer is a "business" as defined in The Philadelphia Code, Section 19-2601, Proposer must have a valid commercial activity license, issued by the City of Philadelphia's Department of Licenses and Inspections, to do business in the City of Philadelphia, prior to entering into any contract with PGW. "Selected Proposer shall be required to maintain and deliver to PGW 100% payment and performance bonding as additional security for the full and prompt performance by selected Proposer of the terms and covenants of the agreement between selected Proposer and PGW. "
