RFQ Developer- Harrison Plaza Low Rise Redevelopment Project Description: The Harrison Plaza Low-Rise public housing development was originally built in 1956. Consisting of 188 one to five-bedroom family units in brick garden apartments, the development is now severely distressed, with significant design, structural and environmental deficiencies that have been exacerbated by decades of unfunded capital needs and can only be addressed through complete redevelopment. Median household income of approximately $22,262 is lower than both neighborhood and citywide averages and only 23% of households report employment income. The lack of connectivity to the broader neighborhood creates social isolation and exacerbates crime and drug activity. One of the strengths of Harrison Plaza Low-Rise is that it shares a site with the Harrison Plaza Senior Tower, which is a former public housing development recently converted to Project Based Voucher assistance under the Rental Assistance Demonstration program. In early 2023, PHA completed the $48 million redevelopment of the previously distressed Senior Tower building into a state of the art 116-unit building for seniors. In addition to a complete interior redesign, the building exterior was significantly renovated, including facade enhancements and new windows. Building on this momentum, in September 2023, HUD awarded PHA a $500,000 Choice Neighborhood Planning Grant ("CNI Planning Grant") to develop a comprehensive redevelopment plan for the low-rise portion of Harrison Plaza low-rise public housing and the surrounding Yorktown neighborhood. The planning process has begun, and PHA has engaged a CNI Planning Coordinator to assist in developing an overall Transformation Plan including a comprehensive and coordinated set of strategies organized into Housing Plan, Neighborhood Plan and People Plan components. While PHA describes a conceptual approach to the redevelopment of Harrison Plaza Low-Rise, the actual housing program, site plan and unit configuration will evolve over the course of the CNI Planning Grant process. Under this RFQ, PHA will select a developer who will work with PHA and the community over the course of the CNI Planning Grant process to finalize the Housing Plan component of the Harrison Plaza Low-Rise/Yorktown Transformation Plan. Upon completion of the CNI Planning Grant-funded Transformation Plan, PHA anticipates that it will apply for a Choice Neighborhoods Implementation Grant to help support construction costs, and that the selected developer will participate in that effort.
